DSHS DVR Pre-ETS Program Manager

The Division of Vocational Rehabilitation (DVR) is integral to the statewide Workforce Development System. DVR provides people with disabilities the tools, support, and services required to achieve successful employment, which hopefully will result in a greater quality of life.

As the statewide Pre-Employment Transition Service (Pre-ETS) program manager, you will play a pivotal role in shaping the future of the Vocation Rehabilitation (VR) Pre-Employment Transition Services Program. Your expertise will guide DVR leadership and field staff on essential requirements, practices, and trends at the federal, state, and DSHS levels, ensuring our programs and operations meet the highest standards. You will Support VR staff to guarantee statewide service delivery meets the goals of the Workforce Innovation and Opportunity Act (WIOA) and the 15 percent pre-ETS funding set-aside.

This role will be working from 8 am - 5 pm with one day/week in office. There will also be some occasional in-state travel required.

Some of what you'll do:

  • Oversee and administer the development, implementation, and management of pre-ETS programs and resources as per federal requirements.
  • Ensure consistent service delivery and maintain relationships between the division and school districts.
  • Collaborate with DSHS Central Contracts and Legal Services and the DVR Contract staff to develop negotiate, manage, and monitor Pre-Employment Transition Services contracts.
  • Work with the DVR Fiscal staff on billing, resource allocation, forecasting, budget management, documentation, tracking, and reporting.
  • Provide guidance and coordination to assist regional & deputy administrators, regional secondary school transition consultants, and VR supervisors.
  • Develop agreements & build relationships with local schools to ensure students exit out with an Individualized Plan for Employment (IPEs).
  • Manage & implement the state-level agreement between the division and the Office of the Superintendent of Public Instruction and Juvenile Rehabilitation by enhancing collaboration and service effectiveness.
  • Maintain relationships with other statewide organizations that promote the successful transition of youth with disabilities from secondary school to work,
  • Work with field staff and the communications manager to manage and update the statewide high school liaison list.

Who should apply?


Those with the following are encourage to apply:

  • Master's degree in Rehabilitation Counseling, Special Education, Social Work, Human Services, or a closely related field; AND
  • Two years experience working as a counselor, supervisor, program specialist or administrator in a state VR agency under the federal Rehabilitation Act; OR
  • Two years experience working as an administrator or teacher in secondary or post-secondary education, with an emphasis on special education.
  • Additional qualifying experience will substitute year for year for education.

Preferred/desired education, experience and competencies:

  • Demonstrate an extensive knowledge of federal and state laws, rules, and procedures that govern the delivery of VR services and the VR Secondary School Transition Program, including the federal Rehabilitation Act and Individuals with Disabilities Education Act, and the administration of pre-ETS.
  • Demonstrate an understanding of federal compliance and reporting requirements for the VR Secondary School Transition Program and Pre-ETS.
  • Demonstrate extensive knowledge of local and state secondary education programs that jointly serve DVR customers, with special emphasis on programs serving individuals with intellectual/developmental disabilities and behavioral health disabilities.
  • Demonstrate the ability to forge and maintain successful written agreements and organizational relationships, including the ability to facilitate effective meetings or work groups and work collaboratively with individuals representing diverse interests and/or points of view.
  • Demonstrate the ability to compose, negotiate and monitor complex service delivery contracts.
