What to Expect
- Analyze volume and classification-based data within the office’s traffic data processing platform.
- Review traffic count documentation provided by field staff for accuracy and completeness.
- Estimate daily traffic volumes from 4-hour manual count data through the accurate selection and application of twenty-four-hour traffic trend models.
- Merge mechanical count data files, as needed, to accurately reflect all traffic at a given roadway location.
- Evaluate the accuracy of statistics generated from a traffic count’s base data given the spatial and historical context.
- Provide direction to traffic data collection field technicians in optimizing their procedures to conform to coding protocols and data processing software constraints.
- Lead the training of new staff on short-duration traffic count processing.
- Monitor the work of staff engaged in short-duration traffic count processing to ensure consistently high work standards are achieved.
Qualifications
- Two (2) years of experience as a Transportation Technician 3, Transportation Engineer 1, Transportation Planning Technician 3, Transportation Planning Specialist 1, or equivalent, with the primary job function of processing traffic count data, including accurately evaluating and summarizing such data using advanced knowledge of temporal variation in traffic patterns, spatial variation in traffic patterns, and traffic counting equipment and methods OR one (1) year of the experience listed above and a bachelor's degree with a major study in transportation engineering, transportation planning, public administration, mathematics, computer programming, or a closely related field.
- General computer literacy, including proficiency with databases, and the internet, the Microsoft Office suite of software.
- Intermediate-level proficiency with Microsoft Excel, including but not limited to the ability to write multi-level nested formulas and lookup functions, create and format charts, assign conditional formatting to cells, and import data from text files.
- The ability to receive input and communicate clearly and effectively, both verbally and in writing. This includes the ability to update procedure manuals clearly and comprehensively.
- The ability to accurately solve basic algebraic formulas, calculate growth rates, and compute basic statistics such as averages from a dataset.
- The ability to accurately and clearly summarize data in both tables and graphs.
- The ability and desire to critically assess current processes and provide suggested improvements to achieve efficiencies or bring products in closer alignment with customer needs.
- Skills to assess priorities, manage workload, and achieve tasks within expectations of quality and timeliness.
It is preferred that qualified candidates also have:
Experience coding data to the WSDOT linear referencing system and/or analyzing data coded to that system.
Experience using a Geographic Information System.
Experience and skill in creating data extractions and transformations using Statistical Analysis Software (SAS), SQL, or similar language.
One (1) year of professional experience effectively leading, mentoring, and providing guidance to staff.
