Location: Lacey, WA

Washington State Parks and Recreation Commission is looking to fill one full-time Safety Officer 3 position working in the Health & Safety unit located at Parks' headquarters in Lacey, Washington. The normal working hours are Monday- Friday 8:00am – 5:00pm, however, these hours can vary when travelling to conduct facility inspections. This position requires you to travel up to 40% of the time or as needed to accomplish assignments, with occasional overnight travel. Candidates must be physically capable of perform health and safety related audits and inspections including tight spaces and uneven terrain. Inspections of occupational settings that include recreational parks, residential, occupational, office settings, or industrial/mechanical working environments.


About the position:

This position will help ensure a safe and healthy working environment for all agency employees by providing professional occupational health and safety support and expertise to all agency workplaces. The position will develop and maintain professional working relationships with all agency employees and other applicable entities by conducting onsite workplace safety inspections and accident investigations, provide customized safety training and develop site specific hazard abatement measures to meet the requirements of all state, local, and federal occupational health and safety standards. This effort will create an empowered workforce that is trained and knowledgeable in occupational health and safety issues and how to eliminate/mitigate the workplace hazards.

Duties

Under the direction of the Employee Health and Safety Program Manager, the Safety Officer 3 will help ensure agency compliance with all federal, state, and local occupational health and safety regulations and codes. This position provides senior level safety management to all offices and facilities throughout the agency.

Duties include but are not limited to:

  • Occupational Health & Safety Program: Ensure safety compliance with federal, state, and local occupational health & safety regulations and codes; research, develop, conduct and/or coordinate safety program activities - accident prevention plans, ergonomics, fire safety, hazard communication, confined space entry, fall protection, bloodborne pathogens, safety training and interpretation of complex safety rules and regulations.

  • Health and Safety Training: Develop and deliver training of occupational health and safety programs/manuals for agency staff within the region and statewide including respiratory protection, hearing protection, confined space, fall protection, emergency plans, ergonomics, Personal Protective Equipment, chemical hazard communication, dangerous waste and other related topics. Assist with the preparation of other agency meetings within the region/management areas. Identify and develop specific safety awareness efforts to promote safe and healthy working environments for agency employees.

  • Conduct Workplace Safety Inspections, Audits and Accident Investigations: Identify unsafe work practices, proper worker protection, occupational hazards and/or health and safety violations. Research and develop appropriate corrective measures to ensure proper hazard abatement and regulatory compliance.

  • Occupational Health and Safety Consultation: Respond in a timely manner to all requests from agency staff, regulatory personnel, and other outside stakeholders regarding interpretation of occupational health and safety standards for the agency. Prepare clearly written responses and recommendations for the review of the Employee Health and Safety Program Manager and other appropriate personnel.

Qualifications

REQUIRED EDUCATION, EXPERIENCE, LICENSURE SKILLS AND ABILITIES:


Option 1:

(6) Six years of professional level work experience in occupational safety and health programs.

OR

Option 2:

A bachelor's degree* (or above) with focus on occupational safety and health or related field from an accredited college or university. And (2) Two years of professional level experience in occupational safety and health programs.

OR

Option 3:


A combination of qualifying and equivalent education* and or experience totaling 6 years.

In addition, to the above requirements, the successful candidate must possess the following competencies:

  • Knowledgeable and understanding of Department of Labor and Industries (DOSH), the Washington State Industrial Safety and Health Act (WISHA), and Federal Occupational Safety and Health Administration (OSHA) rules, regulations and standards.

  • Knowledge of principles and practices of occupational health and safety administration including training requirements, accident investigations, workplace safety inspections, record keeping requirements, and safety committees.

  • Knowledge and experience with confined space and fall protection standards and required equipment.

  • Skilled relationship builder and self-starter, must maintain effective working relationships with agency employees, supervisors, regulatory personnel and the public.

  • Skilled with Microsoft Office such as Access, Excel, PowerPoint, Outlook and other inter agency databases.

  • Skilled in multi-tasking and performing technical duties accurately.

  • Ability to communicate effectively, both verbally and in writing.

  • Ability to interpret and apply occupational health and safety regulations, policies, and procedures.

  • Ability to establish and maintain a safe and healthy working environment.

  • Ability to analyze and resolve occupational health and safety issues.

  • Ability to maintain strict confidentiality.

  • Ability to present information or conduct training for large groups.

  • Experience in conducting investigations.
