The Assistant Contracts Administrator (Contracts Specialist 3) position offers a unique opportunity to work in a dynamic and impactful environment, managing the development, negotiation, and execution of complex contracts in accordance with state laws, regulations, and policies. This is a Washington General Service position. The monthly salary range for this position is $66,012 - $88,800.

Duties: The duties of the position include, but are not limited to:
- Administer complex contracts, interagency agreements, data sharing agreements, leases, and memorandums for agreement/understanding
- Ensures state (DES/OFM) and agency regulations and guidelines for contracting and procurement are followed, working with the Attorney General’s Office as needed
- Completes annual contracting and IT contracting reports as required by DES
- Assists with the DES procurement risk assessment
- Establishes policies and procedures to ensure compliance with contracts, including training other employees on proper contract administration items
- Prepare tax and regulatory surcharge billings, analyze insurance premium tax forms and provide assistance to insurance companies
- As backup for the payroll desk, input payroll and insurance data, and
- As backup for purchasing, prepare purchasing documents for approval
- Updates and maintains agency leases in Debt book and completes annual reporting in compliance with OFM guidelines.

Required Qualifications:
- High school diploma or GED equivalent
- Four (4) years of full-time* (40 hours per week or equivalent) progressively responsible fiscal-related experience within a finance, accounting or payroll office
- Three (3) years of full-time experience (at the journey level or above) in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration
- Demonstrated experience building rapport and effectively communicating with stakeholders during the contract process
- Intermediate Microsoft Word skills; Insert graphic objects and visual effects to a document; add tables to a document; add watermarks, borders, headers and footers; use the word look up (thesaurus, dictionary); customize tables and charts; modify pictures in document; create customized graphic elements; use templates
- Intermediate Microsoft Excel skills; able to use advanced formulas; organize tables and worksheets; create and modify charts; analyze data using Pivot tables and Pivot Charts; insert and modify graphic objects in a worksheet
- Basic Microsoft Outlook skills; able to compose email messages; send and respond to messages; organize email to folders; create contact information; schedules appointments and meetings
*Bachelor’s degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent will substitute for up to 4 years of professional work experience.
Preferred/Desired Qualifications:
- Ability to use a 10-key calculator
- One year of AFRS experience
- Demonstrated knowledge of Washington State regulations, policies and procedures related to contract administration, including preparation, terminology, development, and negotiation
- Six months of HRMS experience
- Certified Professional Contract Manager (CPCM) certificate or Certified Contract Management Associate (CCMA) certificate
- Master’s degree

- This position is represented by the Washington Federation of State Employees (WFSE).
