This non-permanent Health Services Consultant 1 position is anticipated to last 12 months from date of hire.
As a Bilingual Certification Specialist, you’ll play a vital role in providing accurate and timely issuance of Washington State vital records. Your efforts will ensure individuals can access essential documents like birth, death, marriage, and divorce certificates, which are critical for obtaining identification, enrolling in schools, and accessing benefits. Your dedication will directly contribute to the health and well-being of the people of Washington State.
Key Responsibilities Include:
- Issuing Vital Records: Process vital records applications, evaluate eligibility, and maintain accuracy and confidentiality using systems such as Washington Health and Life Events System (WHALES) and CertIMS.
- Ensuring Quality Control: Verify and prepare documents for shipping, resolve discrepancies, and ensure timely delivery of records.
- Providing Exceptional Customer Service: Address inquiries via phone, email, and in-person interactions; troubleshoot order issues; and provide clear information about laws and procedures.
- Operational Excellence: Manage payments and cash handling, adhere to secure document handling protocols, and contribute to process improvement initiatives.
- Emergency Response Role: Support public health emergencies by ensuring continuity in vital records issuance.

Required Qualifications
Experience may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
- Proficiency in both Spanish and English, including speaking, writing, translating, and interpreting.
And experience in the following:
- Two (2) years resolving customer inquiries, problems via phone, email, and interactions in person.
- Navigating, updating, and researching information using databases.
- Conducting online research using the internet to find and download information.
- Using MS Word to create, format, and edit documents.
- Using MS Excel to create, edit, organize, and filter spreadsheets.
- Using email such as Microsoft Outlook to write and respond to messages.
PreferredQualifications
- Experience in an administrative, data entry, or similar role where attention to detail, organization, and multitasking were essential.
- Experience working in a call center environment.
- Experience working in a high production/volume environment.
- Previous experience working in a government agency.
- Associate degree or higher in business administration or a related field.

Conditions of Employment:
This position is covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
I am prepared, with or without accommodation, to do the following:
- Work onsite Monday through Friday 8:00 am – 5:00 pm from our office in Tumwater.
- Commit to a full-time 40-hour workweek schedule.
- Move equipment weighing up to 25 lbs.

- Adjust my work schedule occasionally to align with business needs, which may entail working evenings and weekends.
- Perform my job duties at the designated DOH site location.
- Occasional travel may be necessary, sometimes requiring overnight stays or trips out of state.

- Engage in emergency response exercises and high-priority assignments as assigned during emergency events.
