The Opportunity:
The Comprehensive Child Welfare Information System (CCWIS) is a multi-biennium IT modernization effort. As a CCWIS IT Business Analyst, this position is the liaison between technology and DCYF business areas, serving nearly 4,000 DCYF staff/technology users, eliciting requirements, developing technology solutions for complex business needs and maintaining advanced knowledge of program and enterprise applications.
This project position (ending no earlier than 12/31/29) provides consultation and solution recommendations to development teams and business partners; provides solution recommendations on complex design issues; validates compliance with state and federal regulations and system standards; and identifies potential system risks and mitigation related to operations, enhancements, and new development of systems developed and/or supported by the Department of Children, Youth and Families IT Division. This is a hybrid position, your work location will be primarily remote, but there will also be in-person project meetings, design sessions with the vendor and working sessions with business at times through out the project timeline.
Some of what you will get to do:
- Provide business and system analysis for mission critical applications and systems for the Comprehensive Child Welfare Information System (CCWIS) modernization project.
- Facilitate definition and elicitation of business requirements using an incremental and iterative approach (Agile methodology).
- Translate business needs into business requirements documents, technology specifications, functional needs, and use cases for implementation.
- Independently meet with business subject matter experts to clarify, refine, and validate business requirements.
- Participate with other IT specialists in root cause analysis, including application of business rules, workflow issues, and internal/external interfaces.
- Serve as the primary liaison between business users/stakeholders and technical staff. Continuous evaluation of existing organizational solutions against industry best practices.
- Incorporate usability testing feedback and development team input into wireframes.
- Convert requirements into various types of models or diagrams using the BABOK techniques (i.e., process mapping, decision tables, value streams and data flows) to describe aspects of the requirements.
- Work with test to develop validation methodology and analyze results to validate accuracy of correction.
- Identify, develop and document acceptance criteria in support of testing and development.
- Participate in project governance and technology and business projects.
Required Qualifications:
Seven years of experience providing requirements analysis services using disciplined, best practice-based processes/methods for eliciting, documenting, analyzing and managing requirements.
OR
An associate’s degree or completion of an accredited vocational training program in an information technology or related program and five years of experience providing requirements analysis services using disciplined, best practice-based processes/methods for eliciting, documenting, analyzing and managing requirements.
OR
A bachelor’s degree including 9 semester or 15 quarter hours of computer science or related program and four years of experience providing requirements analysis services using disciplined, best practice-based processes/methods for eliciting, documenting, analyzing and managing requirements.
In addition to the requirements above, our ideal candidate will possess working experience in some or all the following:
- Ability to closely observe, accurately assess, and efficiently manage the minutiae of a task or situation while maintaining a clear understanding of its broader context.
- Working independently with little direction and collaboratively on a team.
- Reading and writing Structures Query Language (SQL)
- Agile software development methodology or LEAN projects.
- Business Analysis Body of Knowledge (BABOK) methodologies and industry best practices.
- UX/UI design and prototype development.
