The Department of Ecology is hiring a Construction Stormwater Compliance Specialist (Environmental Specialist 4) within the Water Quality Program.

 

Location:

  • Northwest Region Office in Shoreline, WA.
  • The salary listed includes an additional 5% premium pay due to the position location in King County.
  • Upon hire, you must live within a commutable distance from the duty station.

 

Schedule:

  • This position is eligible for telework and flexible schedule options.
  • You may telework most of your work time, with the expectation of spending at least four hours per week in the office and at least eight hours per week conducting fieldwork.
  • Schedules are dependent upon position needs and are subject to change.

As the Construction Stormwater Compliance Specialist, you will be responsible for evaluating and preparing companion administrative orders for contaminated sites covered under the Construction Stormwater General Permit and for monitoring compliance. Your work in this role will be critical to minimizing discharges of toxic pollutants from contaminated sites during construction activities. Strong communication and organizational skills will be essential to effectively lead compliance assurance activities related to construction stormwater.


What you will do:

  • Review documentation for construction sites with known soil and/or groundwater contamination and prepare companion orders.
  • Track projects applying for the Construction Stormwater General Permit that must undergo a review of onsite contamination and provide technical assistance to those permit applicants.
  • Plan, lead, and conduct compliance inspections of both permitted and non-permitted facilities under the Construction Stormwater General Permit.
  • Document inspection findings and provide guidance to direct sites toward compliance.
  • Prepare informal and formal enforcement documents related to compliance inspections, including warning letters, notices of violation, notices of correction, administrative orders, penalty assessments, and consent and settlement agreements, and review unit’s draft actions.
  • Enforce water quality permit conditions and state laws while providing technical assistance on permit requirements, compliance, and regulatory interpretation.
  • Review discharge monitoring report data, stormwater pollution prevention plans, drainage diagrams, and other permit-related documents to evaluate compliance.
  • Respond to reported water quality complaints from construction sites.

Required Qualifications:


Nine (9) years of experience and/or education as described below:

  • Experience performing environmental-based or related work which can include demonstrated competence in the following skill sets:
    • Using critical / analytical thinking and problem-solving skills to perform work tasks.
    • Reviewing and understanding information to apply it to the work.
    • Assisting in research or data analysis.
    • Performing permitting and/or regulatory inspections.
    • Communicating complex technical issues and providing technical assistance.
    • Conducting scientific studies and/or environmental data analysis.
    • Assisting entities with regulatory requirements, including options for coming into compliance.
  • Education involving a major study in environmental, physical, or one of the natural sciences; environmental or natural science interdisciplinary studies; environmental planning, or an academic discipline related to the duties of the position.


Examples of how to qualify:

  • 9 years of experience.
  • 8 years of experience AND 30-59 semester or 45-89 quarter college credits.
  • 7 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
  • 6 years of experience AND 90-119 semester or 135-179 quarter college credits.
  • 5 years of experience AND a Bachelor’s degree.
  • 3 years of experience AND a Master’s degree.
  • 2 years of experience AND a Ph.D.

 

Special Requirements/Conditions of Employment: 

  • Must possess and maintain a valid driver's license.

 

Desired Qualifications:

  • Demonstrated ability to effectively communicate through writing, speaking, and listening.
  • Experience with permitting or inspections, preferably with stormwater.
  • Experience with laboratory data analysis, chemistry, toxicology, environmental fate and transport.
