Job Title: Cost Allocation Analyst - Management Analyst  4 (MA4)

Location: Olympia, WA - The selected candidate will work in the Olympia office for the initial 6-month training period, with the possibility to move to a hybrid work schedule.

Salary: $67,716.00 - $91,068.00 Yearly 


The Opportunity:

We're looking for a Grants Analyst (Management Analyst 5) to provide grant oversight of the federal Social Security Act which the department claims federal reimbursement dollars to ensure funding for eligible children and families in Washington State. You will provide direct support to the Early Learning Cost Allocation Manager in agency financial guidelines, developing and maintaining internal controls, and supporting audit liaison activities related to federal and state audits. You will also have the opportunity to manage multiple finance related projects.

Some of what you will do:

  • Research, analyze, and monitor financial expenditures for assigned grants to ensure compliance with federal and state laws, regulations, and accounting principles. This includes analysis of agency expenditures for appropriateness to ensure federal draws are in compliance with the state's Cash Management Interest Agreement (CMIA), federal regulations, and grant terms and conditions.
  • Manage and maintain the automated cost allocation plan for assigned grants.
  • Complete federal reporting and federal claims for assigned grants within applicable federal systems. 
  • Establish and maintain account coding to ensure tracking of federal grants with the Assistance Listings Number (formerly CFDA number) for both revenue and expenditures.
  • Coordinate and track all audit requests to ensure deadlines for submission are met.
  • Provide guidance and consultation to budget staff with regard to grant funding, provisos, and annual fiscal year close activities.


Required Qualifications:

Equivalent education and relevant professional experience with increasing levels of responsibility totaling eight years. Relevant experience includes experience in accounting, payroll, finance, or closely related field. Professional experience may substitute for education but not usually for the credit hours.

OR

A Bachelor’s degree in business administration, public administration, or a related field, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting, and four years of relevant professional experience with increasing levels of responsibility. Professional experience may substitute for education, but not for the credit hours.

AND

  • Demonstrated ability to communicate clearly; both in writing and verbally, to provide consultation and program interpretation to staff and stakeholders. Compose and edit briefing papers and reports which convey complex information, including federal regulations, in a concise and clear manner.
  • Demonstrated ability to evaluate, compile, and organize data into reports and policy recommendations including creating spreadsheets, or applicable documents using various systems to analyze a variety of DCYF expenditures to produce informative information to upper management.
  • Demonstrated effectively manage multiple priorities and complex projects in a fast-paced environment and meet ongoing competing deadlines


In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Knowledge of federal funding regulations, requirements, and procedures that relate to Title IV-E, Title IV-B, SSBG, TANF, CCDF, and Title XIX.
  • Knowledge of state rules, regulations, and laws.
  • Knowledge of the state legislative process and how it plays into an agency's budget and funding levels.
  • Advanced program management skills including working as a team to resolve problems effectively and efficiently to achieve the agency's goals and mission.
  • Knowledge of state and federal child welfare and child care policies and their impact on federal funding. Ability to interpret results of program funding evaluation via research and apply results to maximize federal funding.
  • Ability to effectively operate a personal computer and software such as Microsoft Office Suite.
