This division encompasses the following critical business units: Actuarial ServicesForms Compliance ProgramProvider Network Oversight ProgramTech UnitThis position plays a key role in supporting the agency’s mission to protect consumers, the public interest, and our state’s economy through fair and efficient regulation of the insurance industry. The RFPN Deputy ensures that the rates and forms used in Washington State comply with both federal and state laws, while also guaranteeing that provider networks are adequate for the needs of insurance consumers.As a member of the Executive Management Team (EMT), The RFPN Deputy will participate in setting the strategic direction of the agency, establishing legislative priorities, ensuring fiscal responsibility, and creating an inclusive, performance-based culture.Apply today and take the next step in leading a forward-thinking, professional team committed to excellence and growth!This is a civil service exempt position. EXAMPLE OF DUTIES
This position manages, plans, leads, organizes, and directs all the activities of the Rates, Forms, and Provider Networks Division. To accomplish its mission, primary responsibilities include but are not limited to: Implement, manage and maintain the goals and objectives of the Commissioner as defined in the strategic and business plans. Proactively plan to address competing priorities and respond to changes that affect the agency’s strategic direction. Formulate and analyze proposed legislation related to the division. Represent the division within the agency and/or Commissioner with external interested parties/licensees as well as the executive and legislative branches. Coordinate activities of the division with other state and national entities, the public, and the Office of the Attorney General. Monitor and report to the Chief Deputy and Commissioner the performance of the division in achieving its mission. Ensure resources are obtained through the budget process to achieve division and OIC priorities. Assure appropriate and most effective use of the division’s resources. Appropriately manage the division’s budget. Support effective communication throughout the organization. Address competing priorities and respond to changes that affect the OIC’s strategic direction. Set regulatory policy for insurance producers and other licensees as well as enforce laws where the conduct of producers and other licensees violate the insurance code. Coordinate the division’s activities with the OIC’s other divisions. Manage the division’s budget within appropriate allotments. Assure OIC staff receive effective and timely performance reviews as well as professional development opportunities. Oversee 54 division staff positions, directly supervising six key roles (Actuary 4, Actuary 3, Forms Compliance Program Manager, Management Analyst 4, Provider Network Oversight Program Manager, and Administrative Assistant 4); responsible for job analysis, recruitment and selection, performance management, and coaching staff.Approve staff schedules, leave, overtime, outside employment, and training requests; conduct disciplinary investigations, implement corrective actions, and recommend actions for misconduct or performance issues; evaluate probationary status and recommend permanent status decisions.General supervisory responsibilities including but not limited to: overseeing division staff, directly supervising key roles, managing recruitment, performance, and coaching, disciplinary actions, and staffing decisions.
