DSHS Food Programs and Partnerships Program Manager - TSEDWe have a new opportunity for someone who is passionate about SNAP programs. We need someone who will carry on our extensive history of working with state tribes.The Economic Services Administration (ESA), the Department of Social and Health Services (DSHS) and the Community Services Division (CSD) are looking for a Program Manager for Food Programs and Partnerships Manager – TSED to help plan and develop federal and state food assistance policies. Your team is charged with establishing and maintaining rules and policies for federal Supplemental Nutrition Assistance Program (SNAP) and state Food Assistance Programs (FAP), as it relates to the Tribal SNAP Eligibility Determination (TSED) Project, SNAP Education, Basic Food Outreach, Summer EBT, and Pandemic EBT.You communication skills will come in useful as you act as liaison between other partner agencies, tribes, contracted vendors, field operations staff who determine eligibility for public assistance programs and deliver program services. Those same communication skills will be used to keep executive leadership apprised of potential issues and opportunities.Some of What You’ll DoManage designated public assistance programs.Serves as the primary contact to regional coordinators, supervisors, trainers and field staff.Analyzes proposed bills during the legislative session that may have impacts on state and federal food assistance programs.Drafts and updates of state-tribal operating agreements for the TSED Project that address processes/procedures for serving clients and coordinating services.Build, coordinate, enhance and facilitate relationships and partnerships with a broad range of DSHS staff, stakeholders, partners, state and federal agencies.Who We Want in This RoleKnowledgeThis position requires a bachelor’s degree from an accredited university in public administration, social services, public health or nutrition, or closely related field AND At least three years of paid, professional-level experience in planning, administering, developing, or delivering health, social, or financial services programs.Equivalent professional experience may substitute year-for-year for required education.Preferred KnowledgeThe practice of state office, regional and field operations, and the administration of state and federal assistance programs. CSD programs and policies. Strong managerial, analytical and technical knowledge of federal and state public assistance programs. Management principles and organizational theory. Skills and AbilitiesBe an independent thinker and self-starter, with a creative approach to problem-solving and commitment to teamwork. Excellent written and oral communication skills. Help design and interpret program performance measures and reports.Help procure, negotiate and manage complex contracts. Plan and manage complex projects through all phases.
