ESA ORIA Program Administrator 
 
DSHS's Economic Services Administration's (ESA) Community Services Division is recruiting for the Office of Refugee and Immigrant Assistance Program Administrator.

The Office of Refugee and Immigrant Assistance (ORIA) is responsible for administering and managing various federal and state-funded programs to foster the economic stability and integration of refugees and immigrants. These programs include refugee cash/medical assistance, comprehensive case management, self-sufficiency education, immigration assistance, refugee medical services, refugee mental health services, employment, and training services, vocational English language programs, Unaccompanied Refugee Minor foster care, youth educational activities, elderly services, immigration-related legal services, and naturalization services. ORIA collaborates with over 60 community partners to provide these services.

The ORIA Program Administrator reports directly to the Chief of ORIA and oversees seven full-time employees, ensuring the effective and efficient administration of thirteen programs statewide. These programs are designed to build a community where refugees and immigrants achieve economic stability and integration. AS ORIA Program Administrator, you will direct and supervise the work of six program managers and one data compiler, supporting the development and administration of thirteen contracted client service programs.

If stationed in King County, employees may receive 5% premium pay in addition to the advertised salary and are eligible to receive a free ORCA card for transportation use. 

Some of what you will do

  • Lead and support the evaluation and assessment of ORIA services to ensure they complement other programs for families in need.
  • Plan and develop program policies, manage contracts, and monitor performance while staying within budget.
  • Oversee data collection, ensure accurate and timely processing of invoices, and produce federal and state reports.
  • Administer service contracts statewide, ensuring they comply with federal and state regulations.
  • Set goals, evaluate program data, allocate funding, and identify service gaps for improvement.
  • Facilitate quarterly meetings with program providers and coordinated planning groups to recommend service improvements.
  • Train and support contracted providers to implement programs effectively and understand policies.
  • Collaborate with other CSD units to align poverty-reduction programs with the needs of refugee and immigrant communities.
  • Work with ORIA staff and contractors to launch program initiatives and resolve issues.
  • Direct staff in developing and implementing services based on state and federal priorities and managing the use of technology for service delivery and reporting.

Who should apply
Professionals with 9* years of experience in progressively responsible professional experience in planning, policy development, and management of publicly funded programs and services. 
This work should include effective communication and collaboration with community-based organizations, local communities, and federal, state, and local government agencies to ensure the provision of effective culturally and linguistically appropriate services to refugees and immigrants.

* A master's degree will substitute for 6 years of above work experience. A bachelor's degree will substitute for 4 years of above work experience. 

Preferred knowledge, skills, and abilities
  • State and Federal policies and regulations related to social, financial, and health programs.
  • Demonstrated ability to supervise and support multiple staff.
  • Program planning and evaluation; current social and economic problems related to clientele.
  • Community organization and public administration; program consultation, development, contract development, monitoring, and negotiations.
  • Lived experience with diverse communities or understanding of refugee and immigrant communities, social, health, and employment needs.
  • Effective written and verbal communication skills. 
  • Knowledge of general contracting practices, laws, regulations, and policies.
