What are the responsibilities and job description for the DSHS FFA Fiscal Analyst 3 position at State of Washington?
The Facilities, Finance and Analytics Administration (FFA) is seeking a skilled Fiscal Analyst 3 to join our Tax and Garnishment Unit in Olympia, WA. If you have a sharp eye for detail and a firm grasp of fiscal accountability, this is your opportunity to make an impact.

Some of what you’ll do:
- Respond to inquiries related to employee, vendor and provider garnishments.
- Interpret and apply legal requirements for garnishments, wage assignments and levies.
- Serve as liaison with the Attorney General’s Office for garnishment-related guidance.
- Maintain and reconcile general ledgers related to garnishment activities.
- Provide backup support for all tax desk functions, including vendor and employee tax corrections.
- Ensure accurate posting of garnishment and tax-related transactions in the Agency Financial Reporting System (AFRS).
- Maintain complete, compliant financial records in accordance with state and federal guidelines.
Who should apply?
Professionals who have a bachelor's degree*, with a minimum of 12 semesters or 18 quarter hours in accounting, auditing, or budgeting and two to three years of relevant professional experience**.
*Professional experience may substitute for education, but not for the accounting, audit, or budget-related credit hours.
**A master's degree in a financial related field; or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant can be substituted for professional experience.
Additional knowledge, skills and abilities we are looking for:
- Accounting knowledge – A solid foundation in accounting principles, methods and state financial procedures is essential to performing reconciliations and regulatory reporting.
- Legal interpretation – The ability to accurately apply court orders and state laws to garnishment and levy actions is key to ensuring compliance.
- Communication – Clear and respectful written and verbal communication skills are critical for working with external partners and internal teams across the department.
- Analytical thinking – You’ll need to identify discrepancies, interpret fiscal data and recommend solutions to ensure accuracy and accountability.
- Technology proficiency – A solid working knowledge of Microsoft Office Suite and the ability to learn internal systems like AFRS and HRMS.
- Collaboration – While much of this work is self-directed, a team-based mindset is important in supporting the overall success of the Tax and Garnishment unit.
- Customer service – A service-oriented approach is needed when working with employees, vendors and other partners to resolve complex issues.
- Adaptability – A willingness to learn and grow within the role will support your success, particularly during peak tax and filing seasons.
