The Department of Natural Resources (DNR) is looking for a driven individual to join their team as a Fiscal Analyst 1 in the Northwest Region. This position supports the business operations of the Northwest Region by providing financial support to the employees and management. This position is responsible for processing accounts payable, accounts receivable, and payroll for the region. To be successful in this role, the incumbent must be able to interact and communicate well with a wide range of employees, contractors, and the Office of Financial Management. The incumbent also must be able to focus in a very busy environment, as they are responsible for analyzing discrepancies.Responsibilities:
- Guiding other fiscal analysts and region employees on accounts payable processes.
- Providing interpretation and direction on the use of the agency Chart of Accounts to ensure proper coding of expenditures.
- Independently interpreting and ensuring all vendor and travel payments are paid within the SAAM, OFM purchasing guidelines, agency policy and procedures, and agency and statewide contracts.
- Auditing, reviewing, and processing invoices and travel documents.
- Ensuring all payments are timely, accurate, and in compliance with OFM policies and DNR policies.
- Analyze and interpret recurring financial payroll data to identify any discrepancies in various payroll, leave and benefits functions, over/under payments, NTAR corrections, and leave accrual and use issues.
- Analyze, interpret, and apply complex civil service rules and DNR policies regarding regular pay, overtime-eligible and non-eligible employees.
- High School or GED AND at least one year equivalent clerical or fiscal experience required.
- Basic accounting experience.

- Ability to learn and use specific fiscal and payroll computer applications and upgrades as necessary.

- This position is an in-office position and will regularly and routinely complete job duties assigned at the region office. The exceptions to that would be fire dispatch, inventory, and training classes.
- Travel is required as needed for training, fire outside of the region, and/or meetings.
- Knowledge of Department of Natural Resources or OFM financial policies and procedures.
- Experience using SAP software such as NaturE or HRMS.
- Demonstrated aptitude to learn business computer software systems.
- Experience with government fiscal operations.
- Fifteen quarter hours or ten semester hours of college-level accounting or bookkeeping.
- Two years of full-time experience as a Fiscal Technician or equivalent, including experience using accounting-related software; an Associate of Arts Degree or equivalent, in accounting or business may substitute for one year of required experience.
- Organizational and time management skills to meet many competing deadlines and priorities.
- Computer skills in Microsoft Word and Excel; typing speed of 40 wpm.
- Knowledge of and ability to research, interpret, and explain OFM requirements, WACs, Revised Codes of Washington (RCWs), Collective Bargaining Agreements, agency policy and procedures, fiscal controls, and other applicable regulations.
- Knowledge of basic computer applications (such as email and Microsoft Office).
- Knowledge of effective oral and written communication skills (active listening and questioning).
