The Washington Department of Natural Resources (DNR), Office of Finance, Budget and Economics is looking to fill two entry-level positions within their Payroll unit. In this role, you will be able to support the DNR in its mission, goals, and objectives by reviewing, preparing, and processing payroll financial data for the agency. Responding to all Employment Security documents, administering the division payroll email inbox, and completing all Verifications of Employment.Responsibilities:
  • Analyzing data and reports such as TARs, fire time records, labor system reports, leave and insurance reports, and forms. 
  • Verifies and reconciles the semi-monthly payroll information for approximately 200 - 250 permanent and part-time employees.  
  • Financial review and reconciliation of division payroll registers and leave reports.  
  • Processes employees' insurance including medical, dental, life insurance, long-term disability enrollments, corrections, and notifications for employees and families.  
  • Requires processing of regular and overtime pay adjustments requiring complex, detailed calculations and analysis of payroll records based on Collective Bargaining Agreements, the Revised Code of Washington, Washington Administrative Codes, ESD, HCA, DRS, IRS, and OFM’s rules and regulations.  
  • Read & analyze a variety of handwritten and computer-generated reports and forms and evaluate the information. 
  • Research, review and ensure that all leave (and leave accruals) have been taken, paid, and/or accrued correctly.  
  • Review retroactive adjustments for accuracy and enter adjustments into HRMS in compliance with Agency policy, and federal and state laws.  
  • Interprets and resolves payroll and benefit-related issues on a one-on-one basis with clients.  
  • Responsible for the determination of dates of coverage, approvals, and communications for documents.  
  • Compose letters and emails to employees for collections, insurance, and other payroll matters.  
  • Set up new hires, process rehires, transfers, separations and all other actions within HRMS and PEBB Benefits 24/7.  
  • Review PEBB worksheets received for accuracy.  
  • Process, maintain, and monitor benefits in compliance with HCA, OFM, CBA’s, and Agency Policy.
  • Update and maintain the D20 distribution table
  • Analyzes, researches and completes Employment Security requests for quarterly earnings reports and all other employer verification documents, including standby requests, benefit charging, fraud charges, appeal notices, etc.  
  • Requires ability to analyze and interpret forms, reports, and other forms of written and oral communication.  
  • Interprets and resolves issues relating to unemployment compensation on a one-on-one basis with clients and ESD. 
  • Requires access to ESD electronic services and online forms to monitor and review activity.
  • Monitor the Division Payroll email inbox daily.  
  • Answering and completing all requests possible.  
  • Distribute emails to appropriate payroll team members as needed.  
  • File reports in appropriate locations and forward them to the appropriate processor when applicable.
  • Analyzes and completes verification documents 
  • Fields questions and employer requests from banks, credit unions, other financial institutions, and other entities requesting verification of employees.  
  • Must have extensive knowledge of all pay, earnings, and deductions statements.  
  • Must prioritize workload to meet critical and time-sensitive deadlines driven by outside entities.
Required Qualifications: 
  • Successful completion of 15 college credits in accounting, auditing, or budgeting (or completion of these courses within 12 months of hire).
  • Two years of professional experience in business, accounting, auditing records management, or relevant field; 
    OR an equivalent combination of experience and/or education.
  • Maintains high levels of accuracy with a heavy workload applying attention to detail in everyday tasks.
  • Able to analyze and interpret forms, reports, and other types of written and oral communication.
  • Focused and able to prioritize work to meet inflexible deadlines while dealing with constant interruptions.
  • Possess strong interpersonal relationship skills.
  • Consistent ability to effectively and respectfully communicate with co-workers and diverse clientele.

Special Requirements and Conditions of Employment:
  • The office setting is in an open cubicle environment on the 3rd floor of the Natural Resource Building.
  • Occasional travel to trainings and regional offices.
Desired Qualifications:
  • Knowledge of state payroll systems, processes, procedures, policies, and laws.
  • Knowledge of accounting principles and payroll processing.
  • Experience and proficiency using computers and computer systems, including, but not limited to, Microsoft Office Excel and Word.
  • Knowledge of GAAP (Generally Accepted Accounting Principles), specifically accounts payable and expenditures.
