The WSLCB Finance Division is announcing an exciting opportunity for a Fiscal Analyst 2 position in Olympia, WA. This position serves and complements the mission of the WSLCB by providing excellent customer service to our internal and external customers. This position complies with all laws and rules, federal policies and regulations, state policies and regulations governed by the Office of Financial Management (OFM), Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and WSLCB policies/procedures related to accounting. The successful candidate will have the ability to provide timely and accurate financial data ensuring efficiency and maximum benefit of state resources.

Some of the duties you will perform are:
- Process and pay rent payments by the 25th of each month in a timely and accurate manner.
- Process and pay invoices within 13 days of receipt in General Accounting for utility payments, telephone, cell phones, and internet in a timely and accurate manner.
- Ensure invoices have not been previously paid by reviewing payment history.
- Monitor shared email boxes (general accounting and accounts payable invoices) and respond to emails.
- Prepare and submit accurate Green House Gas (GHG) data quarterly, as required by Operational Support.
- Process accounts payable corrections as needed within the time frame set by General Accounting Lead, General Accounting Supervisor, or General Accounting Manager.
- Backup Fiscal Analyst 4 on monthly reconciliation for general ledgers related to rent.
- Begin processing GA cash log immediately after the mailroom staff finishes. Verify it matches mailroom tapes and correct any discrepancies. Save and email cash log to employees.
- Record funds received for individual importations and prepare monthly transfers of revenue to Department of Revenue and LCB tax/fee unit.
- Receive funds and applications from customers and issue permits for accommodation sales.
- Ensure inventory reports are received from customers for accommodation sale permits.
- Process license, vapor, and miscellaneous refunds within 2 business days of receipt.
- Cancel and reissue warrants.
- Monitor AFRS and Treasury Management System (TMS) daily for warrants expired due to statutory limitations. Process cancelled warrants. Prepare and send a letter to the warrant owner. Record in tracking spreadsheet.
- Reconcile general ledger 5194 "Liability for Canceled Warrants/Checks" monthly.
- Prepare and send affidavits for lost or destroyed warrants when necessary.
- Assist General Accounting Cashier when needed as a backup.
- Analyze documents and funds received for the daily deposit.
- Other duties as assigned.
Required Qualifications:
• A bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, and one year of relevant professional experience. (Relevant experience is within an area related to financial, fiscal, accounting, auditing, payroll, etc.) Professional experience may substitute for education but not for credit hours.
OR
• Any combination of education and relevant professional experience totaling five years. Education must include the required credit hours in accounting.
• The following certifications may substitute for one year of experience: Certified Public Accountant, Certified Government Financial Manager, Certified Management Accountant.
• A master's degree in a financial related field will substitute for two years of experience.Our ideal candidate will also have the following desired qualifications:
- Knowledge and understanding of Generally Accepted Accounting Principles (GAAP), government accounting and internal control processes.
- Knowledge and understanding of the State Administrative and Accounting Manual (SAAM).
- Knowledge of Revised Code of Washington (RCW).
- Knowledge of Washington Administrative Codes (WAC).
- Proficient in statewide accounting systems and processes: Agency Financial Reporting System (AFRS), Capital Asset Management System (CAMS), Enterprise Reporting, Financial Toolbox and Web Intelligence.
- Knowledge of AFRS coding structures and the utilization of AFRS transaction codes.
- Proficient in Microsoft Office programs: Word, Excel, Outlook, Power Point - intermediate level.
- Knowledge of LCB systems, such as the AS400.
- General ledger accounts reconciliation experience.
- Experience with tax systems or e-filing systems.
