Job Status- Full-Time - Permanent WDFW Program- Financial Services Program

Duty Station- Olympia, Washington – Thurston County

Hybrid / Telework- Requirement of 40% in-person with an allowance of 60% telework as determined after initial onboarding and training.

  • In-Training- We are recruiting to hire at the Fiscal Analyst 1, Fiscal Analyst 2, or Fiscal Analyst 3 level. We will train a new hire at level FA1 up to the FA3 level.
  • Salary- Depending on which level you are hired at, your salary range will be as follows :

    Fiscal Analyst 1- $3,477.00 - $4,632.00 monthly

    Fiscal Analyst 2- $3,811.00 - $5,117.00 monthly

    Fiscal Analyst 3- $4,410.00 - $5,929.00 monthly

    This senior accounting role executes a range of complex, time sensitive financial duties that have a far-reaching impact on all WDFW programs and staff across the state.

    Independently ensure accurate invoicing and reconciliation of receivable contracts in compliance with GAAP, SAAM, and regulatory requirements.

    As a subject matter expert on assigned grants, this position also plays a key role in interpreting contract language, addressing financial concerns, and providing clear guidance to all levels of management.

    What to Expect-

    The Fiscal Analyst 3 will :

    Contract Management :

  • Review contract and budget identifying specific terms : performance period, dollar amounts, CFDA number, special handling, match sources, indirect waivers. Clarify contract language and / or undefined language.
  • Establish initial worksheets.
  • Timely and accurate analytic review and reconciliation of expenditures against contract to ensure compliance.
  • Prepare invoices in compliance with contract, state, and federal regulations.
  • Post monthly contract ledgers using WEBI reporting.
  • Prepare accounting entries using journal voucher process which include accruals, error corrections, overspent contracts, and adjustments to balance out contracts.
  • Submit payment requests via automated systems.
  • Post invoices to subsidiary ledgers.
  • Collaborate with Contractors, Agency Program Managers, Budget, and Contract Staff to resolve contract and grant discrepancies and / or errors :

  • Identify, communicate, and collaborate to gain resolution on contract issues such as overspent contracts, unallowable charges, points of clarification needed.
  • Monthly Reconcile Project Revenue & Expenditures :

  • Post accounting activity (invoice amounts, pending adjustments and corrections to general ledger).
  • Working Conditions :

    Work Setting, including hazards : Requirement of 40% in-person with an allowance of 60% telework as determined after initial onboarding and training. Position is in an office setting with typical office hazards that include sitting or standing for long periods at a time at a desk working on a computer and performing repetitive tasks and working under fluorescent light.

    Schedule : Monday – Friday, 40 hours per week. Leave approvals may be limited during peak workload periods.

    Travel Requirements : Minimal travel required.

    Qualifications :

    This Fiscal Analyst 3 series provides mentoring and career development opportunities for candidates with limited experience. Candidates will be hired as a Fiscal Analyst 1, 2, or 3 dependent on skills and experience.

    Required Qualifications for the Fiscal Analyst 1 :

  • Option 1 : At least six (6) months as a Fiscal Technician.
  • Option 2 : Associate degree in business, public administration, accounting, economics, statistics, or relevant field.
  • Option 3 : One (1) year of professional experience which includes cash handling, customer service, accounting, budget, finance and / or payroll.
  • Required Qualifications for the Fiscal Analyst 2 :

  • Option 1 : At least six (6) months as a Fiscal Analyst 1.
  • Option 2 : Associate degree in general studies, business, public administration, accounting, economics, statistics, or relevant field and one (1) year of professional experience in accounting, budget, finance, payroll, or public administration.
  • Option 3 : Equivalent experience which is equal to three (3) or more years of professional experience.
  • Required Qualifications for the Fiscal Analyst 3 :

  • Option 1 : At least six (6) months as a Fiscal Analyst 2.
  • Option 2 : Associate degree in general studies, business, public administration, accounting, economics, statistics, or relevant field and two (2) years of professional experience in accounting, budget, finance, payroll, or public administration.
  • Option 3 : A Bachelor’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant and one (1) year of professional experience.
  • Option 4 : Equivalent experience which is equal to four (4) or more years of professional experience.
  • Preferred Qualifications :

    In addition to the required qualifications, our ideal applicant will possess some or all the following :

  • One (1) year of experience preferably working with contracts and grants.
  • One (1) year of state government Fiscal, Contracts, or budget experience.
  • Principles and practices of financial record keeping, conducting audits, and perform accounting functions.
  • Computer software programs (e.g., Outlook, Excel, Power Point, Word) to facilitate accounting operations.
  • Control procedures to protect and safeguard organizational assets and resources.
  • Debits and credits of accounts to ensure correct payments and receipts are recorded.
  • Principles and processes for providing customer services (e.g., evaluation of customer needs and satisfaction, service assessment, meeting quality standards for services).
