About the division:
The Financial Services Division (FSD), in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), PEBB and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual operating budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations. This division maintains a close working relationship with agency program, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.
About the position:
This Fiscal Analyst 4 (FA4) is the designated statewide agency expert in accounting and reporting for the Ambulance Transport Quality Assurance Fund (ATQAF). This position also independently conducts financial review and analysis of the Ground Emergency Medical Transportation (GEMT) program. Duties also include financial review and analysis of general ledger data, systems, statutes, rules, regulations, policies, and procedures necessary to ensure the federal and state revenue sources are in accordance with Generally Accepted Accounting Principles (GAAP), and governmental accounting standards.
This position is eligible to telework but is required to report on-site on a frequency determined by the supervisor, at our Cherry Street Plaza building located in downtown Olympia, Washington. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.
Some of what you will do:
Serve as the agency expert fiscal analyst that requires advanced professional accounting and auditing skills for the oversight, analysis, and monitoring of the Ambulance Transport Quality Assurance Fund (ATQAF).
Design, develop and manage financial reports that meet management’s needs.
Produce monthly financial reports such as fund balance report, general ledger reconciliation reports, revenue and expenditure reports and uses financial statements from Enterprise for reconciliation purposes.
Independently analyze and assess fiscal data to assure the accuracy of expenditures, revenue, and account coding using Enterprise reports. Identifies any potential problem areas and implements corrective action.
Function as ATQAF technical expert in accounting procedures and processes during audit reviews and fiscal year close.
Manage the accounting of the Medical Airlift Services Program (ASSP).
Prepare monthly and quarterly journal vouchers to transfer to local appropriations.
Prepare spreadsheets that monitor the expenditures to revenue based on Enterprise reports to make sure revenue equals expenditures monthly. Investigate any discrepancies that occur and are correct.
Manage the accounting of Ground Emergency Medical Transportation Program (GEMT). General Ledger Consultant and Technical Expert for the Ambulance Transport Quality Assurance Fund and other assigned general ledgers.
Required qualifications:
Qualifying candidates will meet one of the following criteria options:
Option 1:
- A master’s degree in a finance related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant.
Option 2:
- A bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
- Two (2) years of relevant professional experience.
Option 3:
- Associate degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
- Four (4) years of relevant professional experience.
Option 4:
- Six (6) years of relevant professional experience.
Preferred qualifications:
- Two (2) years of experience using a complex computerized accounting system and a management database reporting module.
- Two (2) years of experience in performing general ledger reconciliations.
- Knowledge and experience using Agency Financial Reporting System (AFRS) and Enterprise Reporting.
- Intermediate spreadsheet software (i.e., Microsoft Excel) knowledge and experience. Must possess the skill to create, modify, print, and format spreadsheets and work with formulas and functions.
- Ability to research and analyze complex financial data.
- Experience interpreting rules and regulations, analyzing compliance with regulations, research and resolve agency financial discrepancies.
- Demonstrate competence in the preparation, accuracy, and correction of fiscal accounting transactions, quality, and timeliness of processing, and monitoring of accounting data into a computerized accounting system.
- Develop and conduct training and presentation sessions which provide direction to a variety of individuals, including professional providers, associations, advocate/community groups, other agencies, managerial staff, and peers.
- Ability to apply Generally Accepted Accounting Principles, state and federal accounting policies and procedures, and maintain integrity of financial records.
