The Office of the Insurance Commissioner (OIC) seeks a motivated and qualified individual for the Purchasing Specialist (Fiscal Analyst 1) position. This role is within the Operations Division and is based out of our Tumwater Office.

The Purchasing Specialist (FA1) position is the entry level of the series and serves as the purchasing specialist with the OIC/Operations/Fiscal Unit by performing fiscal and support functions. This position supports our agency’s mission by reviewing and preparing purchasing documents, employee training requests and executing subsequent procurement, and is responsible for reviewing requests for appropriate approvals and authorized and appropriate use of state funds.
This is a Washington General Service position. The monthly salary range for this position is $3,477 - $4,632.

The duties of the position include, but are not limited to:
- Review purchase requests, ensure appropriate authorized signatures and compliance with purchase authorities.
- Prepare purchasing documents for approval. Once approved, place the order with the appropriate vendor and ensure orders are received.
- Track, monitor and maintain agency service level agreements (SLA’s), coordinating with customers to renew or cancel.
- Maintain a log of all training requests received, including tracking in-house registrations and staff notifications.
- Process all training requests to ensure enrollment and payment.
Qualifications
Required Qualifications:
- 18 quarter or 12 semester hours of accounting, auditing, or budgeting.
- One year of full-time (40 hours per week or equivalent) fiscal-related experience within a finance, accounting or payroll office.
- Basic level Microsoft Office Outlook, Word, and Excel skills.
Preferred/Desired Qualifications
- Bachelor’s degree in a financial-related field.
- Six months experience researching and applying regulations, rules, procedures and/or policies pertaining to job functions, including demonstrated ability to identify errors or discrepancies.
- Knowledge of and experience in the development of purchasing, procurements and/or contract documents.
- Basic Adobe Acrobat skills.
- Knowledge of Travel and Expense Management System (TEMS) and OFM travel policy as outlined in SAAM.
- Ability to use a 10-key calculator and/or adding machine.

- This position is represented by the Washington Federation of State Employees (WFSE).
- State law (RCW 48.02.090[5]) prohibits employees of the OIC from having any interest, directly or indirectly, in an insurance company other than as a policyholder. This prohibition includes the receipt of renewal commissions. If employment is accepted with this agency, you agree to abide by this state law.
