The Healthcare Authority is looking for a new Lead Fiscal Analyst 4. About the division:
The Financial Services Division (FSD), in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health,
Community Behavioral Health (CBH), PEBB and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual operating budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations. This division maintains a close working relationship with agency program, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.
About the position:
This is a lead position that serves as the principal assistant to the Fiscal Analyst 5 and is the primary resource for PEBB & SEBB (Public Employees & School Employees Benefits Boards) Accounts Receivable staff in their daily operations. This position supports the agency’s mission by providing assurance that financial transactions have been reviewed for accuracy, completeness and recorded accurately in financial records and statements.
This position is eligible to telework part time but is required to report on-site two days a week. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Some of what you will do:
- Employee and Retiree Benefits (ERB) accounting lead and principal assistant to accounts receivable supervisor, Fiscal Analyst 5.
- Monitor work performed by ERB accounting staff, spot-checking for accuracy.
- Provide technical support and training to fiscal staff for fiscal related activities (accounts receivable, journal entries, accounting database, etc.). Serve as a resource for fiscal staff.
- Establishes, integrates, and maintains accounting sub-systems and methods; review internal policy for compliance with OFM standards and procedures.
- Distributes ERB accounting work as assigned.
- Assists in training new and current staff in the ERB Accounts Receivables unit.
- Assist ERB Accounts Receivable Supervisor with special projects (standardization of work, ensuring Unit Desk Manual is complete and/or up to date).
- Work as Electronic Debit Service (EDS) subject matter expert, process monthly discrepancy reports, and process monthly SU2/SU3.
- Be available to all on the EDS team to help process monthly EDS. Work with EDS team monthly to complete EDS process. Work monthly discrepancy reports from health plans. Process monthly SU2/SU3 and work with SU2/SU3 team to ensure monthly process is completed accurately.
- Review and analyze subscriber accounts when appeal/audit requests and ERB Correspondence are received.
- Provide completed audits and requested subscriber account information to OLA team when requested.
- Develop, review and update accounting policies, procedures, systems and controls related to accounts receivable activity for ERB insurance programs. Assure that the accounting procedures result in effective collection of premiums, efficient posting to customer accounts and conform to state law and program policies.
- Act as agency technical expert representing accounting in working with internal and external teams and staff to develop policies related to program changes or process improvements including communication, operational procedures and final implementation.
Required qualifications:
- Advanced spreadsheet software (i.e., Microsoft Excel) knowledge and experience. Must possess the skill to create, modify, print, and format spreadsheets and work with pivot tables, formulas and functions.
- Experience in the Fiscal Analyst series within state government.
- Three years of experience in performing accounts receivable/cash receipting activities.
- Knowledge and experience using Agency Financial Reporting System (AFRS), PAY1 and Enterprise Reporting.
- The ability to lead by example, inspire and coach for success.
Qualifying candidates will also meet one of the following criteria options:
Option 1:
- A master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant.
Option 2:
- A bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
- Two (2) years of relevant professional experience.
Option 3:
- An associate's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
- Four years of relevant professional experience.
Option 4:
- Six (6) years of relevant professional experience.
Preferred qualifications:
- Three years of experience using a complex computerized accounting system and a financial management database reporting module.
- Ability to research and analyze complex financial data.
- Experience interpreting rules and regulations, analyzing compliance with regulations, research and resolve agency financial discrepancies.
- Demonstrate competence in the preparation, accuracy, and correction of fiscal accounting transactions, quality and timeliness of processing, and monitoring of accounting data into a computerized accounting system.
- Ability to apply Generally Accepted Accounting Principles, state and federal accounting policies and procedures, and maintain integrity of financial records.
