What are the responsibilities and job description for the Fiscal Analyst 4 - Unit Lead position at State of Washington?
The Gambling Commission’s Business and Financial Services (BFS) unit is looking for someone to join the team as Business Financial Services lead. The position is located in Lacey, Washington. After the first six months of employment, this position may be eligible for partial telework. Telework is a combination of in-building and off-site days.
BFS provides support for agency priorities through quality financial and operational management including budgeting, contracting, grant management, fiscal monitoring, purchasing, and accounting services. Additionally, BFS is responsible for ensuring financial compliance with state and federal laws, regulations, and reporting requirements.
In the role of BFS lead, you will report directly to the Chief Financial Officer and serve as their assistant. You will assist with the coordination of the day-to-day operations of BFS and independently oversee a variety of complex fiscal work. You will lead a team of professional fiscal employees and provide guidance and support to both BFS and agency employees on all aspects of accounting and fiscal matters.

What you will do as a BFS lead:
- Oversee and review the daily work of BFS staff, including daily receipt processing, accounts payable, accounts receivable, purchasing, and travel reimbursement.
- Serve as the primary assistant to the CFO
- Administer the agency's contracts, interagency agreements, data sharing agreements, leases, and memorandums of agreement.
High school diploma or GED equivalency
AND
Advanced knowledge of Washington state agency accounting and procedures*, including:
- Internal controls
- Capital asset policies
- Washington State agency chart of accounts (revenue and expenditure)
- Revenue receipting and adjustments
- Goods and services expenditures
- State financial systems, including transaction analysis, data entry, research, and adjusting entries
- Fiscal year and biennium closing
Ability to review, analyze, and interpret Washington state revenue, expenditure, and general ledger transactions and balances*
Ability to handle multiple and changing assignments, proactively manage own workload and plan/oversee the work of others, complete tasks by scheduled deadlines while accommodating unexpected work on short notice.
Experience researching and applying Washington state accounting-related regulations, rules, procedures, and policies.
Proven ability to communicate effectively, both orally and in writing, to articulate complex information in easily understandable terms and make presentations to senior leadership and external parties. If this experience is fiscal-related, it can be gained at the same times as the required experience listed above.
Basic Microsoft Word skills; Insert graphic objects and visual effects to a document; add tables to a document or convert tables to text; add watermarks, borders, headers, and footers; use the word look up (thesaurus, dictionary); customize tables and charts; modify pictures in document; create customized graphic elements; use templates.
Basic Microsoft Excel skills; Create basic worksheets; create basic formulas; use basic functions; modify and format a worksheet; print workbooks.
Basic Microsoft Outlook skills; able to compose email messages; send and respond to messages; organize email to folders; create contact information; schedules appointments and meetings.
*This experience is typically gained through four or more years of accounting experience with a Washington state agency, but a specific number of years of experience is not required.
We may give preference to applicants with some or all of the following experience:
- Detailed understanding of and experience with the following:
- Washington State agency payroll, benefits, leave policies and procedures, and utilizing HRMS to review, monitor, and adjust items as required.
- State agency records management.
- One or more years of practical experience in contract management, including contract development, vendor agreements, contract negotiations, and contract renewals. If this experience is fiscal-related, it can be gained at the same time as the required experience listed above.
Intermediate Microsoft Excel skills; use advanced formulas; organize tables and worksheets; create and modify charts; analyze data using Pivot tables and Pivot Charts; insert and modify graphic objects in a worksheet.

The Washington State Gambling Commission is a licensing, regulatory, and law enforcement agency.
