These positions perform development functions across the software development lifecycle for integrations and migration of behavioral health data with HCA’s enterprise data warehouse. These individuals will support testing, perform Power BI reporting, and use Edifecs for data mapping and ETL functions. The ideal candidate will bring data management skills to this position performing important work with critical data that helps Washingtonians receiving behavioral health care.

About the division:
The Enterprise Technology Services (ETS) division is the agency’s designated technology provider for the Health Care Authority (HCA). Integration Development Services (IDS) is the core work unit within ETS that delivers innovative and professional information technology (IT) software and integration solutions that support the mission of Health Care Authority divisions and business groups. IDS leverages employee expertise in software design and architecture as well as integration of IT resources to engineer high-quality, cost-effective solutions in partnership with business and project stakeholders.
About the position:
This position serves as a Journey Level technical expert for cross functional (full stack) .NET application and database development for support of mental health and substance use disorder solutions. As a journey level technical specialist for custom application development, this position performs all front-end, middle-tier, and back-end development activities, and provides technical expertise for application programmers responsible for all aspects of the software development lifecycle, resulting in database software solutions supporting a broad organizational scope.
This position will also contribute to designing, implementing, and supporting a series of data collection and validation services. Currently, HCA’s selected vendor to supply these services is Edifecs. This position will be the journey level designer and developer of the data collection methods and tools used to provide data to program managers and data analysts at both HCA and potentially other state agencies.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Some of what you will do:
- Develop, test, and modify/maintain the database and model-driven application architecture solutions for information systems built with Microsoft C#, ASP.NET, MVC, Razor, Webforms, Entity Framework, LINQ, JavaScript/jQuery, Bootstrap, Microsoft SQL Server RDBMS, Transact-SQL, SQL Server Integration Services, SQL Server Reporting Services, Power BI, Snowflake, and RESTful web service technologies.
- Evaluate software architecture patterns, object-oriented design concepts and abstraction techniques, coding languages, view model technologies, OLTP database modeling and design, query languages, entity modeling, performance tuning, and security best practices and standards.
- Utilize multiple and disparate technology system Application Programming Interfaces (APIs) to perform systems integration for development of end-to-end workflow solutions.
- Design and develop complex software solutions.
- Perform data structuring and data modeling, normalizing data structures, system design and development, data security, and data programming methodologies by applying journey level proficiency and knowledge of Relational Database Management Systems.
- Design and develop Extract, Transform, Load (ETL) technologies.
- Evaluate business problems or goals to architect solutions.
- Utilize Agile process models and continuous integration methodologies.
- Use procured Edifecs Structured Data Capture (SDC) and XEngine (XESaaS) to develop agency data collection and validation solutions.
- Perform requirements gathering, design, architecture and deployment of agency procured SaaS solutions that supports business requirements.
- Develop, track, test, and implement system configurations and functionality.
- Author and maintain technical documentation.
- Apply skills and expertise in programming HTML, CSS, JavaScript, jQuery, and related frameworks and technologies to support the agency’s enterprise data systems and assets.
Required qualifications:
Qualifying candidates will satisfy one of the following criteria options:
Option 1:
- Seven years of professional information technology experience which must include computer application development and maintenance such as analyzing, designing, implementing, maintaining and programming computer software applications.
Option 2:
- Associate degree in information technology, computer science, or related field and
- Five years of professional information technology experience which must include computer application development and maintenance such as analyzing, designing, implementing, maintaining and programming computer software applications.
Option 3:
- Bachelor’s degree in information technology, computer science, or related field and
- Three years of professional information technology experience which must include computer application development and maintenance such as analyzing, designing, implementing, maintaining and programming computer software applications.
Option 4:
- Master’s degree in information technology, computer science, or related field and
- One year of professional information technology experience which must include computer application development and maintenance such as analyzing, designing, implementing, maintaining and programming computer software applications.
Option 5:
- Three years of experience as an entry level technician in the IT Application Development classification.
Required competencies:
- Advanced knowledge, skill and ability in relational database design and development.
- Advanced knowledge, skill and ability in C# programming and ASP.NET solution development.
- Knowledge of Microsoft SharePoint 2013 and beyond, Team Foundation Server 2010 and beyond, Internet Information Server 7 and beyond, HTML 4/5, CSS, Agile, Lean and ITIL concepts.
- Proficient with the software development life cycle (SDLC), developing and documenting user requirements, project charters, testing strategies and user test scripts.
- Excellent verbal and written communications skills.
Preferred qualifications:
- Experience using Microsoft Visual Studio.
- Experience using Snowflake.
- Experience designing, developing, testing, implementing, and managing API and integration projects.
- Experience with healthcare data and including behavioral health data.
- Experience in cloud computing and architecture, including AWS and/or Azure.
- Experience with PL/pgSQL, PostgreSQL technologies, and various Amazon Web Service or cloud-based solutions.
- Experience with data ingestion and querying tools like SQL and SSIS.
- Experience with Electronic Data Interchange (EDI) technologies.
- Experience in agile development and/or Dev/Ops methodologies and practices.
