This position performs senior-level development functions including building out ETL processes, migrating large amounts of data, building out custom applications, and running reports. Technology used in these processes include Snowflake, AWS, .NET, Visual Studio, SQL, Power BI, and Edifecs. The ideal candidate will bring experience with large data projects, health data, cloud computing, and integration. About the division:
The Enterprise Technology Services (ETS) division is the agency’s designated technology provider for the Health Care Authority (HCA). Integration Development Services (IDS) is the core work unit within ETS that delivers innovative and professional Information Technology (IT) software and integration solutions that support the mission of HCA divisions and business groups. IDS leverages employee expertise in software design and architecture as well as integration of IT resources to engineer high-quality, cost-effective solutions in partnership with business and project stakeholders.
 
About the position:
This position serves as an advanced technical expert for cross functional database and (full stack) .NET application development for support of Mental Health and Substance Use Disorder solutions. As an advanced technical specialist for custom application development, this position performs all front-end, middle-tier, and back-end development activities, and provides technical expertise for application programmers responsible for all aspects of the software development lifecycle, resulting in database software solutions supporting a broad organizational scope, with focus on production deployment of systems.
 
This position also supports efforts related to Data Integration/Pre-Arrest Diversion Platform/Behavioral Health Services Mapping, associated with 2E2SSB 5536. This bill states that HCA must develop a data integration platform to serve as a common database for diversion efforts across the state, to serve as a data collection and management tool for practitioners, and to assist in standardizing definitions and practices.
 
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.Some of what you will do:
  • Performs all database development-related activities including design, normalization, development, implementation, and maintenance of databases and data warehouses; data reporting using SQL Server Reporting Services (SSRS); and Extract-Transform-Load (ETL) processes using SQL Server Integration Services (SSIS).
  • Responsibility includes all aspects of database development lifecycle (DBLC), resulting in database solutions that support a broad organizational scope with focus on development and deployment of systems supporting agency IT business solutions, mission-critical database functions, legal or financial time-sensitive customer and public support functions, and high-impact systems that span various applications that serve Medicaid providers.
  • Uses object-oriented programming languages, web services, client and server application development processes, and internet technologies to construct new software systems.
  • Works with database designers, IT and data governance, program managers, and data reporting staff to map out processes that best support the needs of various HCA programs.
  • Defines how the data that is collected and validated will be stored, consumed, and managed by different databases and IT systems.
  • Assists the enterprise architecture team in developing any necessary enterprise technology, strategic initiatives, business or data models, principles, policies, or standards.
  • Ensures that appropriate/applicable laws, policies, and security requirements are met.
  • Defines areas of improvement in the use of products as well as business processes that could leverage solutions.
  • Defines data quality controls in conjunction with the program managers and the data architect.
  • Designs, develops, tests, implements, and modifies/maintains the database and model-driven application architecture solutions for high-risk, high-visibility multi-dimensional web-enabled information systems built with Microsoft C#, ASP.NET, MVC, Razor, Webforms, Entity Framework, LINQ, JavaScript/jQuery, Bootstrap, Microsoft SQL Server RDBMS, Transact-SQL, SQL Server Integration Services, SQL Server Reporting Services, Power BI, Snowflake, and WCF or SOAP web service technologies.
Required qualifications:
 
Qualifying candidates will satisfy one of the following criteria options:

Option 1:
  • Twelve (12) years of increasingly more complex information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, or network infrastructure equipment; directing projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines 
Option 2:
  • Associate degree in computer science or related field and 
  • Ten (10) years of increasingly more complex information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, or network infrastructure equipment; directing projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines.
Option 3:
  • Bachelor's degree in computer science or related field and 
  • Eight (8) years of increasingly more complex information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, or network infrastructure equipment; directing projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines.
Option 4:
  • Master’s degree in computer science or related field and 
  • Six (6) years of increasingly more complex information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, or network infrastructure equipment; directing projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines.
Option 5:
  • Doctoral degree in computer science or related field and 
  • Five (5) years of increasingly more complex information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, or network infrastructure equipment; directing projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines.
Option 6:
  • Three years as a journey level IT professional in state service.
 
Qualifying candidates will also satisfy all of the following requirements. All required experience may be gained concurrently: 
  • Working-level knowledge of serving as a project lead and associated responsibilities.
  • Five (5) years of experience with applications development with Microsoft Visual Studio, C# and .NET technologies, including application programming interfaces (APIs), software design patterns, Microsoft SQL Server, including relational database design and modeling, writing TSQL queries, developing Microsoft SQL Reporting Services and Microsoft SQL Integration Services solutions.
  • Two (2) years of experience with Software Development Lifecycle Management (SDLC).
  • One (1) year of experience in addressing application development security protocols and standards.
  • One (1) year of experience being directly involved with Agile / Scrum methodology practices.
     
Preferred qualifications:
 
  • Experience with big data and/or healthcare data projects.
  • Experience in cloud computing and architecture.
  • Experience with Enterprise Data Warehouse technologies or the Snowflake platform.
  • Experience with Edifecs and/or BizTalk.
  • Experience with healthcare data and including behavioral health data.
  • Experience with PL/pgSQL, PostgreSQL technologies and various Amazon Web Service or Azure cloud-based solutions.
  • Experience working with data visualization software such as Power BI or Tableau.
  • Experience in agile development and/or Dev/Ops methodologies and practices.
