The Information Services (IS) unit resides within the Office of Equity and Operations, reporting through the Chief Information Officer to the Chief Equity & Operations Officer. The IS unit provides centralized IT services to all of Commerce.
The Data Management Team, that this position is a member of, is responsible for the internal standards, policies, and practices regarding data collection, storage, processing, sharing, and disposal. It is an interdisciplinary field involving IT, Public Records, and program staff. To achieve compliance with several state laws and WATech policies (data handling, privacy, security), Commerce must document and maintain existing data governance practices and help teams establish and refine their practices.
This position utilizes advanced technical and business knowledge while exercising independent responsibility and judgment in managing and moving program data throughout multiple agency and state applications and systems to meet agency business requirements. It is a very involved and complex process of categorizing, gathering, and transforming private and confidential data into publicly accessible reports using backend programming without compromising personal information, contracts, and data sharing agreements or exposing confidential or personal information to the public. Exposing such data could endanger the safety of people who utilize our services.
Duties
- Work with business data owners and data stewards to identify and document business objectives for their data.
- Work with programs to scope data collection efforts, identifying the data that needs to be collected to accomplish program needs, conducting privacy reviews, and ensuring that the Washington State Agency Privacy Principles are being followed.
- Identify and document data being collected, stored, analyzed, and/or distributed in the agency data catalog
- Enters information into an agency data catalog, documenting the data Commerce collects and stores (including location), data owner, division, unit, program, assigning one of the WA Tech security categories to each dataset, and documenting any existing data governance practices.
- Develop and implement the IT data management and retention governance plans for the divisions under their purview, focusing on what divisions and programs need to do to implement the Grants Demographics project.
- Ensure data is categorized, stored, and classified correctlyby:
- Classifying data into data categories using your advanced knowledge of state and agency classification laws, policies, standards, guidelines, best practices, and any agency classification tools.
- Apply privacy principles to agency data, including collection, storage, and sharing.
- Make sure the data is stored only in systems that support and align with the data category

Using advanced knowledge of agency-approved software tools, recommend tools appropriate to their business need and data category.
- Review complex data-sharing agreements with the agency contracting and IT security team for compliance and provide guidance on data sharing and privacy, referencing applicable WAC, RCW, and policies as appropriate.
- Participate in the development of and monitoring agency data-sharing contracts to ensure that all data released externally has the proper purpose, legal authority, and protections in place for sharing information of varying sensitivity levels from agency data systems.
- Work with IT System Administrators, Business Analysts, and Developers to enhance applications to account for new program data requirements and support the program's business needs.

Create Data Models when required
- Transform Category 2, 3, and 4 to Category 1 data Using advanced knowledge of data transform tools, data categories and privacy practices.
- Using advanced knowledge of Structured Query Language (SQL) and SQL Server Integration Services (SSIS), work with a developer to setup automation to scrub and anonymize Category 2, 3, and 4 collected data from its CAT 2, 3, or 4 SQL storage location into Category 1 Data Warehouse SQL storage location.
- Using advanced knowledge of Microsoft Forms and PowerBI, working with the system administrator to setup PowerBI workspace to transition from Category 2, 3, 4 data in forms to Category 1 data in PowerBI
- When applicable, automate and share Category 1 datasets to Data.wa.gov from the data warehouse
- Design, create, test, performance tune, maintain and monitor data extract, transform and load jobs, extract transform load (ETL).
- Demonstrates independent problem-solving skills to develop unique, creative, and innovative methodologies to create solutions that result in efficiencies and automation for customers; Independently develops and codes Data Transform Services (DTS) packages/SQL SSIS packages assigned work in applications to solve complex enterprise problems
- Track and manages data across multiple agency applications and systems. Translating data between each system as required.
- Independently performs debugging of complex SQL SSIS and DTS packages, PowerShell scripts, and associated applications and services such as enterprise data warehouse, enterprise data visualization applications and statewide data.wa.gov.

Performs complex development required to independently integrate and translate data between commercial off-the-shelf (COTS) and software as a service (SaaS) solutions with enterprise and statewide applications
- Develops and integrates datasets and reports from IT business systems into data dashboards and visualizationsfor platforms such as Tableau, ESRI ArcGIS, or Power BI.
- Ensures the responsible sharing of agency data with the public while protecting privacy and personal information using agency-approved systems and tools such as Data warehouse, data.wa.gov, tableau, etc.
- Work with agency Communications teams to align the publishing of program data with agency communications requirements.
- Works closely with program owners and staff to ensure that proposed IT solutions meet business requirements before proceeding with making system changes.
- Works closely with other IT assigned IT system administrators, application developers and business analysts to assure data management solutions function as designed.
- Provides Tier 2 and Tier 3 support of complex production issues in order to ensure continuity of customer operations and other issues escalated from customer support helpdesk.
- Partners with customers who utilize enterprise data visualization solutions throughout the agency to ensure that data management applications solve evolving challenges and business needs by applying unique, creative, and innovative problem-solving.
- Applies a thorough understanding of the specialized business processes that exist in different business areas to provide more effective support; Works closely with customers to document thorough technical requirements that solve complex and evolving challenges and business needs
- Coordinates with users across the agency and/or facilitates user groups to get feedback on the effectiveness of data management services, tools, and applications.
- Keeps manager informed on potential problems, future needs, technology direction and security issues.
- Manage agency-wide systems with competing divisional priorities by gathering feedback and making decisions that balance what is best for the agency, state, program, and division.
- Independently works on the systems and successfully completes tasks as requested. Help from senior staff or team members may be required from time to time but can usually perform all aspects of data management support independently.
- Attends statewide technology meetings and user groups for the technologies this position supports.
- Works with vendors, other agency technical resources, and internal senior IT staff to troubleshoot and fix the most complex problems.
- Works with Data Manager to develop and implement the agency’s data governance framework for data used with IT business systems, such as GIS applications, dashboards, software as a service (SAAS) offerings, or new technology using up-to-date data management best practices.
- Defines and documents IT data requirements for all IT data business systems, including data used for GIS data layers, ensuring privacy protocols and state data classification security practices are followed and map layer extents are set to protect sensitive or confidential locations.
- Works with System Administrator assigned to the application to support
- Work with Security and other staff to perform audits of data systems.
- Perform data audits and testing to ensure only category 1 is available to the public
- Understanding relational databases, IT business application architecture, and data security, developing and maintaining data-driven IT systems, including preparing, cleaning, updating, loading, and storing data.
- Regularly uses Structure Query Language (SQL), Python, or other data management tools to retrieve data from IT business system databases, ESRI ArcGIS applications, Tableau, and other platforms for complex reporting or data analysis.
- Provides data analysis from IT systems for the purpose of assessing data integrity issues. Deter-mines data cleansing efforts based on that assessment.
- Performs analysis, planning, and application design work and determines and documents the most cost effective and timely approach to resolving system data problems.
- Analyzes impacts of changes to existing data structures, program logic, and design patterns.
- Lead by assigning, instructing, and checking the work of others related to projects managed by this position.
- Manage the agency-wide deployment of data services and tools that this position is assigned by creating technical project plans, working with vendors, other IT co-workers, and key division staff throughout the agency.
- Supports project efforts, which vary in scope from program/unit to agency wide, by delivering assigned project tasks necessary for successful, on time, project completion.

Qualifications
Required Qualifications:
Five (5) years of recent professional experience in SQL programming, experience with entity relationship modeling and notation, or database report development. Experience includes but not limited to independently analyzing, designing, implementing and maintaining databases, and experience with data extraction and transformation (e.g., ETL). AND Two (2) years of the professional experience must be in developing or supporting IT business applications using Tableau, Esri ArcGIS or Power BI. Experience may be concurrent with other required experience.
OR
Associates degree in Computer Science, IT, or related field; OR completion of two (2) year accredited vocational training program in computer programming and database design, database administration, data administration or data analysis and three (3) years of recent professional experience listed above.
OR
Bachelor’s degree or higher in Computer Science, Information Technology (IT) or closely related field and one (1) year of recent professional experience listed above.
AND- 4 years of experience in data management or other data disciplines. Experience may be concurrent with other required experience. Includes previously demonstrated experience using data and communicating about data to technical and non-technical audiences; previously demonstrated strong analytic skills with the ability to analyze and interpret complex data; previous knowledge and experience with contract management, policy research, data quality review; and previous knowledge of federal and state laws and regulations associated with data sharing and privacy, including federal regulations regarding the protection of human subjects in research and evaluation.
- 2 years of experience developing or supporting IT business applications using Tableau, Esri ArcGIS or Power BI. Experience may be concurrent with other required experience.
