Schedule:  Expected to schedule time within a typical 40-hour work week. However, is expected to adjust schedule and work additional hours as needed to meet business demands and deadlines. Must be available to work extended or long hours as determined by the workload, without compensation beyond the established salary. Carrying a cell phone and the ability to respond to emergency situations may be required during off work hours for response to high impact work issues.

The Washington State Human Rights Commission (WSHRC) was created by the Legislature in 1949, the WSHRC is responsible for administering and enforcing the Washington Law Against Discrimination (WLAD)The mission of the WSHRC is to eliminate and prevent discrimination in Washington State through the fair application of the law, efficient use of resources, and establishment of productive partnerships in the community.

What you will be doing:

You will supervise and direct a unit engaged in the administration of server hardware, software, operating systems, and security to include the design, installation, configuration, optimization, maintenance, and support of host systems and may include database server administration and systems programming. You will manage IT staff and provide strategic direction in overseeing the administration, maintenance and support of WSHRC’s IT infrastructure. You will ensure the efficient operation of network systems and the implementation of strategic IT solutions that support organizational objectives. You will also act as the primary point of contact for complex technical issues, coordinate system upgrades, and ensure the security and reliability of IT systems.


Some of what you’ll enjoy doing includes:
  • Provides functional and administrative supervision over IT staff
  • Conducts performance evaluations and implements corrective and/or disciplinary actions
  • Plans, directs, and organizes system analysis functions and projects
  • Identifies and applies techniques to monitor and continuously improve IT services
  • Advises management on IT capacity, operational concerns, and optimization 
  • Serves as Project Manager for IT initiatives, including projects involving the case management system
  • Tracks and manages IT project timelines, milestones, and deliverables
  • Analyzes and reports on IT resource allocation and current staffing needs
  • Ensures IT support services meet enterprise service-level expectations
  • Oversees the Salesforce Administration staff to ensure employees successfully use the case management system
  • Identifies and mitigates risks affecting the case management system’s effectiveness
  • Collaborates with agency stakeholders to gather technical requirements and recommend system improvements
  • Ensures the IT System Administration staff effectively resolves technical issues and provides high-quality support
  • Collaborates with security personnel to ensure IT policies adhere to industry standards and OCIO statewide regulations
  • Manages IT security risks by ensuring business continuity and maintaining disaster recovery plans
  • Defines and enforces best practices for data security, access control, and compliance with state policies
  • Acts as a liaison on IT-related topics, coordinating with WaTech and other agencies
  • Communicates IT project updates, expectations, and progress 
  • Triages and mitigates IT-related employee requests and issues


**Note:  Additional years of experience can substitute, year-for-year, for education requirements below.


REQUIRED:

Eight (8) years of experience in information technology include management of infrastructure services such as endpoint devices, servers, networks, and endpoint management. 


OR

An Associate degree or higher in an Information Technology program, or a closely related field
AND

Six (6) years of experience in information technology include management of infrastructure services such as endpoint devices, servers, networks, and endpoint management. 


OR

A Bachelor’s degree in computer science, or business-related field
AND
Four years of experience in information technology include management of infrastructure services such as endpoint devices, servers, networks, and endpoint management.


In addition to the above required experience and/or education, a candidate must possess the following required qualifications:

Note:  The following experience may run concurrently with other experience
  • Three years of progressively responsible experience leading teams in a highly technical environment to include services such as servers, networks, M365 and cloud environments such as Microsoft Azure or Amazon Web Services (AWS). 

  • Experience working within a program structure delivering enterprise-wide services with high impact to business processes.

  • Experience managing small to medium sized IT projects such as implementing new products and services.

DESIRED:

  • Experience with logistics support, as well as maintenance principles and practices necessary to direct local and statewide support.

  • Knowledge and experience of managing vendors and external service providers.

  • Experience in monitoring the performance of systems and investigating service delivery problems.

  • Experience of monitoring and reporting on supplier performance and customer satisfaction.

  • Strong analysis and negotiating skills to resolve or escalate problems and to implement supplier service improvement actions and programs.

  • Experience working with and interpreting WACs, Civil Service Rules, and union bargaining agreements.
