The Opportunity

WSDOT is currently seeking a journey-level IT professional to fill an IT System Administrator vacancy located in the headquarters Financial Systems & Consulting Services unit of the Accounting and Financial Services (AFS) Division. In this role, you will be responsible for the daily operations of the core financial system, Transportation Reporting and Accounting Information System (TRAINS). TRAINS is a critical department information system and requires an up-time goal of 100%, as such this position will work independently to maintain the availability, functionality, integrity and efficiency of the system. In addition, this position will be responsible for managing all month, fiscal and biennial end closing processes and all allocations, billing and redistribution processes. 


What to Expect

AFS has oversight and responsibility for providing statewide financial services to WSDOT. AFS supports the WSDOT’s mission as the expert resource for accounting leadership and direction, delivering critical statewide financial services. This includes developing and implementing statewide financial and procurement policy, managing statewide financial systems, and statewide financial reporting, delivery of statewide accounting services (payroll, vendor/contract payments, receivables, cash receipting, grant management, inventory management, procurement management, financial statement preparation, etc.), in addition to providing statewide financial management, analysis and consultation to all programs within WSDOT.


Among the varied range of responsibilities held within this role, the IT System Administrator will:

  • Monitor and ensure the proper functioning of WSDOT’s official financial system of record, TRAINS.
  • Manage TRAINS access and establish security, roles, and permissions for all TRAINS users.
  • Coordinate testing, review results and release scheduled updates to the TRAINS environment.
  • Be responsible for the IRS 1099 and 1098 reporting processes.
  • Manage the TRAINS Helpdesk. 
  • Comprehend and execute with accuracy the nightly, monthly, yearly, and biennial end closing of TRAINS.
  • Keep current on all features and functions of the application and attend training where necessary/appropriate


Qualifications

To be considered for this opportunity, the following are required:

  • Five (5) years of experience working in an information technology field, including development, implementation, and maintenance of complex systems across multiple platforms.
  • Ability to administer financial systems, develop complex financial queries and/or reports, or configure systems to meet business needs.
  • Ability to independently identify and resolve operational problems for mission critical accounting applications. 
  • Ability to disseminate and/or develop changes and/or procedures for critical accounting and financial applications.
  • Ability to manage IRS 1099 reporting and provide technical expertise as required.
  • Skills to balance conflicting resources and priority demands.
  • Exceptional skills in effective communication to system users and the ability to lead others in providing an exceptional level of customer service.
  • Ability to supervise, develop and cross train TRAINS Help Desk staff to ensure continuity of operations in case of absence, sickness or employee turnover.


It is preferred that qualified candidates also have:

  • Additional years of experience working in an information technology field, including development, implementation, and maintenance of complex systems across multiple platforms.
  • Customer service experience. 
  • Experience with WSDOT systems (TRAINS, HRMS, DOTtime) and AFRS.
  • A bachelor’s degree Information Technology, Business Administration or related field.
