Employment Programs Analyst – Kanawha
At WorkForce WV (WFWV), this position is in the Management Analysis, Benefit Accuracy unit. This position is involved with the on-going quality control in the payment or denial of unemployment compensation benefits. Review of each case is federally mandated by the United States Department of Labor. Maintains a good working relationship with employers, claimants, and employees of WFWV. Obtains claim files and reviews separation information, deputy decisions, monetary determinations, and all other documents relevant to the investigation. Obtains labor market information as appropriate. Interviews claimants to verify claim information, i.e., wages, employment, earnings, etc. Also verifies claimant eligibility for benefits. Obtains rebuttal information from claimants. Obtains clear and factual statements from claimants and employers. Audits employer payroll records for individual claimants, checking wages and separation information. Investigates and verifies all work search contacts during key weeks. Verifies Job Service registration and private employment agencies registration. Verifies all lag period employment, wages, and separation. Verifies all pensions and social security benefits. Verifies claimant and union registration. Reviews all evidence obtained on each case and determines if there is an issue on the key week or any weeks outside the key week. Discusses all issues with the Local Office deputy. Reviews all evidence obtained and obtains deputy decisions based on the information it applies to the West Virginia Unemployment Compensation Law, and policy and procedures of the agency. Completes the Summary of Investigations, Coding sheets, and related documents and forwards the completed case file to Central Office. Contacts the BAM Supervisor on cases where doubts of action may exist. Maintains close contact with the BAM Supervisor during the investigation. Reviews closed cases to ensure investigation adhered to Policy and proper coding. Performs other activities and duties as assigned by the BAM Supervisor and/or the Deputy Executive Director.

Minimum Qualifications
Training: Bachelor's degree from an accredited four-year college or university. Preference may be given to candidates with a major in public or business administration, industrial management, personnel management, communications or a related field.
Substitution: Additional qualifying experience as described below may be substituted for the required training on a year-for-year basis.
Experience: Three years of full-time or equivalent part-time paid professional or administrative experience in labor or industrial relations; public or business administration; progressively responsible investigative work; or system accounting or analysis in an insurance or employment related area that included planning, organizing, staffing, coordinating, reporting and budgeting.
Special Requirement: Availability of a vehicle for continuous use is a requirement of employment.

Other Information
Three years experience in the Employment Programs Interviewer Series will substitute for the required education and experience.
