We are an agency of diverse Human Resources professionals enabling state agencies to achieve their missions through positive and effective Human Resources practices.
The DOP is the central Human Resources agency of West Virginia’s state government. The Classification and Compensation Section is a team responsible for ensuring positions within state government are properly classified based on duties and ensuring fair salary administration policies.
This position will engage in training to develop the knowledge, skills and abilities necessary to perform job and compensation analysis as a Human Resources Specialist 1, collaborating as a member of the DOP’s Classification and Compensation Section.
Responsibilities (learned through training):
- Conduct job analysis for state government positions
- Create and revise class specifications—documents outlining state government positions’ duties, responsibilities and minimum qualifications
- Partner with agencies to ensure accuracy and proper approval of job postings
- Craft and develop proposals to provide agencies inventive solutions to real people problems
- Conduct critical inquiry into agencies’ workforce challenges
- Review salary increase proposals for adherence to the state’s Pay Plan Policy
- Process personnel transactions in the state’s Human Resources Information System, WVOasis
- Generate data and insights reports and recommend performance improvements used to advise key government decision makers
- Develop and conduct salary surveys
- Provide excellent customer service through optimal and innovative solutions

Work requires advanced writing and analytical skills for use in drafting correspondence on sensitive issues, class specifications, and project reports. Occasional travel may be required. Must be proficient in the use of Google Workspace or Microsoft Office Applications. Preference will be given to applicants with graduate degrees.

Minimum Qualifications
Training: Bachelor's degree from a regionally accredited college or university.
Substitution: Four (4) years of full-time or equivalent part-time paid paraprofessional or professional experience related to human resources or public administration functions.
Special Requirement: A valid driver's license may be required.
