Nature of Work Under administrative direction, this position manages and oversees the agency’s procurement, vendor, and contract management functions, including the State’s technology statewide contracts, for the WVOT and its enterprise users of approximately 20,000 users across 200 locations. In addition, to meet the requirements of WV Code 5A-6, this position manages the CIO Review Approval and Business Services Team, reviewing, advising, and processing technology requests from other state entities for all technology and telecommunications purchases. This position is responsible for creating, assigning, and adapting metrics and analytics for implementation successes, drafting standard policies for the enterprise, and working collaboratively with the CIO, CFO and Accounting Team to ensure the agency’s fiscal solvency.This position will : Manage the procurement, CIO Review, and Business Services Teams overseeing the WVOT’s and Executive Branch agencies IT-related purchases.Assign and approve work while working with agency stakeholders, Senior Leadership, and various agencies’ leadership to ensure strategic alignment with the State’s IT policies and initiatives.Manage the procurement team and assign, coordinate, and approve all aspects of the procurement process, including responses to vendor solicitation questions for compliance with all applicable laws and rules, evaluate all bids received in response to solicitation, approves employees’ recommendation to award or disqualify, reviews and resolves any disputes between vendors and State, and approves final contract award.Assign and supervise procurement employees’ work product to ensure alignment with WVOT strategic goals and all local, state, and federal rules / laws.Reviews and approvals WV OASIS entries, terms and conditions, and negotiations for the complete procurement lifecycle working with Executive Branch Agencies, Purchasing Division, counsel, and WV Attorney General’s Office.Serves as a point-of-contact for vendor and agency questions and oversees vendor performance and compliance.Assign work to the Business Services Team and CIO Approval Team to create policies, reports, metrics, analytics, and feedback for 20,000 end users.Work and collaborate with other teams within the Office of Technology to draft and implement successful initiatives.Reconciles and audits purchases to budget, and reviews invoices received and how invoices compare to the contract.Provide updates to Senior Leadership on contract utilization, agency budgetary information, upcoming projects / expenses, and progress reports and statuses for ongoing initiatives.IMPORTANT : Your eligibility will be based on information provided in your application; therefore, make sure your application is detailed and complete. Minimum Qualifications Training : Graduation from an accredited four-year college or university.Substitution : Additional experience as described below may substitute for the above training on a year-for-year basis.Experience : Six years of full-time or equivalent part-time paid experience in computer programming, office automation planning, purchasing and implementation of hardware and software, teleprocessing, system analysis, or supervision of computer operations.Substitution : A major in computer science may substitute for one year of required experience.
