The DTS Division Administrator serves on the DOR executive leadership team with a significant role advising, planning, and implementing DOR’s strategic technology direction. DOR’s application and technical architecture enable the agency to be a national leader in tax administration and customer service, and the Division Administrator leads DOR to implement technical solutions effectively and efficiently.

The Division Administrator embodies the DOR Values : Integrity, Knowledge, Innovation, Empathy, Inclusivity, and Security.This position leads approximately 100 employees located at the Madison, WI DOR headquarters and various offices throughout the state. This position is headquartered in Madison, WI.

Your Role

As the CIO, you will help achieve the agency goal of enabling DOR to operate efficiently and effectively.

The Technology Services Division Administrator (DA) / CIO is responsible for :

  • Developing, communicating, and driving the execution of the technical roadmap for DOR in alignment with the , vision, values, and broader goals of the agency.
  • Ensuring technologies are used efficiently, economically, and securely; evaluates and implements new applications, systems, and infrastructure; oversees and helps shape technology implementation processes and practices; and applies a continuous improvement approach to addressing technological needs and issues across DOR.
  • Serving as the technical architect guiding teams to : make key design / architecture decisions, develop and approve technical standards, and conceive, test, and implement solutions for a continually effective and streamlined architecture function.
  • Having a key responsibility for maintaining industry and professional relationships to keep Wisconsin at the forefront of technology best practices.
  • Focusing on driving innovation and will employ goal setting, and benchmarking against strategic and operational goals.
  • Having a strategic focus, excellent leadership abilities, and an in-depth understanding of current and emerging technologies.
  • Having strong problem-solving skills, the ability to work under pressure, and excellent communication and negotiation skills.
  • This role reports directly to the Secretary of Revenue and collaborates with other agency division administrators to align the Division of Technology Services with overall business objectives.

    Salary Information

    Salary for this Administrator, Division of Technology Services position (schedule-range 70-01 ) is $141,440 to $148,844 annually ($68.00 to $71.56 hourly), depending on qualifications, plus excellent benefits.

    The Department of Revenue will conduct criminal background, tax compliance checks and fingerprint checks on candidates prior to offer of hire.

    Qualifications

    Minimum qualified candidates will have experience in each of the following :

  • Experience as an Information System (IS) manager that formally supervises other IS managers or supervisors that oversee other IS related staff.
  • Experience as a Manager of Information Technology (IT), data management, and IT security services for a mid-sized or large organization / agency (e.g., 200 employees)(e.g., including activities such : setting goals and objectives, IT policy development / implementation, operational oversight, vendor management, and allocating personnel and budget / financial resources).
  • Experience providing management sponsorship and / or oversight for organization-wide IT projects and initiatives.
  • Experience managing or overseeing Information Technology (IT) projects that are governed and / or influenced by Federal and State laws, policies and / or guidelines.
  • Well qualified candidates will have experience in a minimum of one (1) of the following (in addition to the minimum qualifications) :

  • Experience as the Chief Information Officer (CIO) / Director of Information Technology (IT), data management, and IT security services for a mid-sized or large organization / agency (e.g., 200 employees)(e.g., including activities such : setting goals and objectives, operational oversight, vendor management, and allocating personnel and budget / financial resources).
  • Experience managing or overseeing IT projects that are governed and / or influenced by Federal and State laws, policies and / or guidelines related to tax administration.
  • Experience working with or managing cloud ecosystems (e.g., that included such things as migration strategies, cost management, and / or optimizing hybrid cloud environments).
  • Experience leading or participating in IT disaster recovery and business continuity plans (e.g., that ensure operational resilience, safeguard the integrity of data, etc.).
  • Experience managing or developing / implementing information systems (IS) security frameworks and / or protocols (e.g., to ensure robust data and systems security).
  • Salary : $141,440 - $148,844
