This position is headquartered at our Madison, WI office. This position will be on a rotating schedule and be required to be in the office every third week, plus as needed for coverage. This schedule may change based on training or operational needs. Employees need to report to the 201 W. Washington Ave. Madison, WI office on their first day for onboarding and orientation.

High speed internet access is required to meet the needs of hybrid work.

Position Summary

This position is responsible for the collection of public assistance debt, including determining and initiating legal action. This position requires extensive knowledge of chapter 49 Wisconsin Statutes, legal precedent, lien priority law, execution and exemption law, Federal bankruptcy law and state insolvency law. This position is also responsible for the general maintenance of the Central Recoveries Enhanced System (CRES) and assists with collection reports and overpayments as they pertain to the collection methods implemented. Collection methods include liens, levies, compel actions and tax intercept collection. This position provides customer service, both verbal and written to clients with benefit over-issuances.

Salary Information

The starting salary is between $20.65 and $28.00 per hour ($42,952 and $58,240 annually), depending on qualification s. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

The pay schedule / range is 07-04. A one-year probationary period may be required.

Job Details

Due to the nature of the position, final candidates will be required to complete a comprehensive fingerprint-based background investigation to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications

Minimally qualified applicants will have :

  • Experience working with cash / check handling and fiscal payment posting in high volumes.
  • Experience working with non-delinquent debt collection and / or fiscal related processing (accounts receivable, account payable, reconciliation, etc.)
  • Experience providing customer service in a high-volume call center (minimally 50 calls per day)

Well-qualified applicants will have :

  • Experience processing delinquent Debt Collection actions (lien, levy, garnishment, etc.)
  • Experience working with conflict management and / or resolution.
  • Experience interpreting and / or explaining policy, laws and / or statutes with third parties (members of the public, debtors, state agencies, counties, etc.)
