Administrative Law Judge vacancy

within the Office of Worker's Compensation Hearings Unit in Madison.

The Division of Hearings and Appeals (DHA) is a quasi-judicial, independent entity created to conduct high quality, impartial, independent, and cost and time efficient hearings that serve customer agencies and the citizens of Wisconsin. DHA currently conducts hearings for fifteen state agencies and is also available to do hearings for other agencies when requested. It is a growing agency with a varied caseload which fall under these administrative units : Corrections Unit, Office of Worker's Compensation Hearings, General Government Unit, and Work & Family Services Unit. Position Summary

Under general supervision of the Director of the Office of Worker's Compensation Hearings (OWCH), the incumbent resolves Worker's Compensation disputes; conducts quasi-judicial hearings, presides at pre-hearings and settle disputes at settlement conferences for claims pending in the OWCH hearing office, and as allowed OWCH commuter hearing offices; makes findings of fact and issues orders; performs functions of duty judge, including answering and providing opinions to legal and procedural questions; approves advancement requests, requests for postponements and attorney's fees; participates in Administrative Law Judge (ALJ) training programs, adheres to the OWCH's Uniform Performance Standards.

Salary Information

This classification is assigned to pay schedule / range 09-75 with an annual starting salary between $95,680.00 - $117,249.60 depending on qualifications, plus excellent benefits . A 12-month probation may be required.

Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan at the time of hire.

Job Details

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

All employees are expected to live and work in Wisconsin. Certain positions may allow remote / work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process.

The Office of Worker's Compensation Hearings (OWCH) are held in-person, and the administrative law judge is required to travel throughout the state of Wisconsin to conduct these hearings.

All applicants who are deemed eligible based on the initial resume and cover letter screening as assessed via the posted qualifications, will be required to complete a timed, written assessment. HR will send notifications of eligibility status and invitations to complete the written assessment to those eligible at that time.

Qualifications

A minimally qualified applicant will be currently licensed to practice law in the state of Wisconsin and be in good standing with the State Bar of Wisconsin prior to the application deadline.

Qualified applicants will have experience performing the following :

  • Conducting legal research, research analysis, and writing for the purpose of administering due process for a tribunal. This may include appearing before, clerking for, or acting as a decision-maker in a tribunal.
  • In addition, well-qualified applicants will also have experience with at least two of the following :

  • Labor Law
  • Federal Disability Law
  • Personal Injury
  • Civil Law
  • Administrative Law
  • Workers Compensation Law
