Introduction


The Division of Energy, Housing, and Community Resources (DEHCR) is seeking a passionate person to act as the primary liaison of the Housing Cost Reduction Initiative Program grantees. This position will also assist with the HOME Homebuyer and Rehabilitation Program.

This position is located at the Department of Administration (DOA) building in the heart of downtown Madison near the State Capitol. This vibrant area is home to many nearby restaurants and shopping venues as well as Madison’s notable farmer's markets and food carts. It is also close to the University of Wisconsin and is easily accessible by both the Madison Metro Bus route and the Capital City bike path. This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.

Position Summary


Under the supervision of the Department of Administration – Division of Energy, Housing, and Community Resources, Bureau of Housing (DOA/DEHCR/BOH) Section Chief, this position provides a wide variety of administrative and program support functions for implementing the State Housing Cost Reduction Initiative Program (HCRI) and the federally funded HOME Homebuyer and Rehabilitation Program (HHR). The position requires extensive knowledge of state and federal housing programs. It is responsible for helping ensure grantee compliance with Housing and Urban Development (HUD) requirements, providing information and technical assistance, overseeing contracts, land use regulatory agreements, developing housing development and compliance policies, monitoring, analyzing program and financial reports, and program workshop and training presentations. This position is responsible for fiscal tracking, processing payment requests, updating spreadsheets and monthly reconciling of financial records.

Salary Information


Starting hourly rate for this position will be $26.87 - $44.33 per hour depending on qualifications and experience, plus excellent benefits. This classification is assigned to pay schedule/range 07-03. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details


Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

This position is headquartered at 101 E. Wilson Madison, WI in the Department of Administration Building. This position is fully remote, with the option to work in office if preferred. This position requires travel throughout the state, including overnight stays up to 10% of time and occasional in-person meetings will be required.

Qualifications


Qualified applicants will have each of the following:

  • Experience with administration of federal and state programs.
  • Experience interpreting and ensuring compliance of state and federal laws, policies and procedures.
  • Experience providing technical assistance and training to local governments, non-profit organizations, or other agencies.
  • Experience utilizing Microsoft Office computer programs to create and maintain files and records (e.g. word processing, spreadsheet programs, databases, or similar).

Well-qualified applicants will have one or more of the following:

  • Experience with administration of state and federally funded housing programs such as the Housing Cost Reduction Initiative Program (HCRI) and the HOME Homebuyer Rehabilitation Program (HHR) or similar grant funded programs.
  • Experience developing and managing contract development and grants management techniques.
  • Experience utilizing computer programs to create records and reports for monitoring, fiscal analysis, report generation.
  • Experience monitoring program outcomes and compliance.
  • Experience completing fiscal review of contract expenditures and budget monitoring.
  • Experience handling multi tasks simultaneously.
