The Wisconsin Department of Children and Families (DCF), Division of Early Care and Education, Bureau of Operations and Planning is currently recruiting to fill an IS Business Automation Specialist position. This position can be based in any of the DCF Offices including Madison, Milwaukee, Waukesha, Green Bay, Eau Claire, Wisconsin Rapids, La Crosse, Rhinelander, and Fond du Lac. For positions that do allow remote work flexibility, employees must report to the nearest DCF office on their first day of employment. In addition, the employee may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location.

Position Summary
This position is in the Bureau of Operations and Planning (BOP) under the general direction of the IT Support & QA Section Manager in the Division of Early Care and Education (DECE). The Divisions primary responsibilities include the administration of the Wisconsin Shares childcare subsidy program, the oversight of Wisconsin’s childcare quality rating and improvement system, the licensing and regulation of child care programs in Wisconsin and the direct service of issuing child care authorizations to Milwaukee County families.
This position is responsible for determining problems defining and implementing the business process changes that must be made to the child care and related programs information systems to support current or changes in program policies and procedures, federal reporting, financial reporting, program monitoring, contracts, and audits.
This position manages all aspects of information technology projects for childcare and related programs on behalf of the DECE business areas. This position analyzes and interprets federal and state laws and regulations, policies and processes that require changes to the information systems that support the child care and related programs, ensures that all phases of the development life cycle, are completed according to the needs of the business areas, including documenting decision-making, briefing bureau, division and department management on the status of projects, resolving conflicts between project partners, communicating with stakeholders on complex topics, and post-implementation tasks.

Salary Information
The starting salary is between $30.94 and $42.00 per hour ($64,355 and $87,360 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. The pay schedule/range is 07-33. A one-year probationary period may be required.
Job Details
Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Qualifications
- Experience providing technical support and/or writing technical documentation for system users or technical staff (developing user guides, desk aids, operational memos, etc.)
- Experience leading or participating in business requirements gathering sessions (developing business process maps/flows, assessing business requirements, etc.)
- Experience leading small work groups with a wide variety of stakeholders, both internal and external to the organization (setting work group goals, documenting decisions clearly and concisely, resolving stakeholder conflicts, etc.)
Well-qualified applicants will have:
- Experience leading or conducting functional and/or system integration testing and creating test scenarios
- Experience working with all aspects of project management and/or Lean Six Sigma certification (establishing timelines, negotiating project priorities and deadlines, etc.)
- Experience and/or education with multiple project and development methodologies
- Experience operating and/or navigating childcare related automated systems (Child Care Statewide Administration on the Web (CSAW), CARES, Cares Worker Web (CWW), Child Care Finder (CCF), Child Care Provider Portal (CCPP)Wisconsin Child Care Regulatory System (WISCCRS)) or other public assistance systems
