This position is headquartered at the Department of Administration State Office Building, 101 E Wilson Street, Madison, WI.
Position Summary
Organizationally, this professional Program and Policy Analyst-Advanced project position is located within the Department of Administration’s (DOA) Division of Legal Services (DLS). The incumbent acts under the general supervision of the DLS Attorney Supervisor for most duties but will collaborate extensively with other DLS attorneys and leaders in DOA’s Division of Enterprise Technology (DET) to further DOA’s privacy maturity and privacy posture. The incumbent may also be expected to participate in cross-divisional/cross-functional collaboration efforts with the Division of Personnel Management (DPM) and the Division of Enterprise Operations (DEO) which includes the State Bureau of Procurement (SBOP) and the State Bureau of Risk Management (Risk).
Key functions of this professional position will be to:
- Develop, implement, and operationalize DOA’s data privacy policy initiatives as they pertain to privacy laws and regulations, artificial intelligence (AI), electronic records management, and data governance/data classification.
- Research, draft, implement, and embed privacy standards, policies, practices, and frameworks into operations throughout DOA.
- Promote a culture of privacy and to further DOA’s privacy maturity and privacy posture.
- Plan, analyze, and develop policy and procedure as it relates to privacy policy for DOA.
This position requires independent judgment and initiative, as well as high-level policy and analysis skills.
Salary Information
Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan at the time of hire.
Job Details
All employees are expected to live and work in Wisconsin. Certain positions may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. Qualifications

Minimally qualified applicants will have experience with each of the following:
- Developing, implementing, or operationalizing organization-wide programs, policies, practices, or procedures
- Developing reports or informational materials to aid others in the understanding of processes and procedures
- Developing, monitoring, or reporting out on program or policy metrics
- Computer programs, including Microsoft Suite (Word, Excel, Power Point) and Microsoft SharePoint or similar
- Working independently and dealing with confidential information under minimal supervision
