Introduction


The Division of Transportation Systems Development (DTSD), Southwest Region is looking to hire a Project Performance Measure Analyst (Program & Policy Analyst Advanced). Headquarters for this position will be in our Madison WI or La Crosse, WI office.

Position Summary


This position provides advanced analysis and program oversight in the delivery of the Southwest Region Mega/Major and priority project improvement program along with extensive review, support and documentation of division initiatives and performance measures. Through the administration of federal and state policies, this position will be responsible for collecting, reviewing, analyzing, reporting out on Southwest Program budget and Mega/major Program commitments, and expenditure activities. Specific duties include financial analysis from both a project and program level, data evaluation, budgeting, scheduling, assessing risk, cost forecasting, trend analysis, change management, and performance measure reporting.

Salary Information


This position is in schedule-range (07-03) with an annual salary of $62,400 - $92,206, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process. For permanent positions that allow remote work flexibility, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may need to report to office locations in Wisconsin on short notice.

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the DTSD office in either Madison or LaCrosse two days per week. All employees working a hybrid work schedule are still expected to telework from within the state of Wisconsin. This topic will be discussed more at the time of the interview.

Qualifications


Qualified applicants will have training/education and/or experience with all the following:

  • Experience in analyzing and developing budgets or data sets which could include the following activities: planning, scheduling, facilitating, developing recommendations, implementation, and analysis.
  • Experience in project management (facilitating, managing projects or initiatives, etc.)
  • Experience using Microsoft Suite applications (Outlook, Excel, Word, and PowerPoint) or other computer software to track and analyze data.

In addition to having all the above, well qualified applicants will have professional experience with at least one of the following:

  • Experience in administering or leading a performance measure or continuous improvement program (activities may include: identification of potential improvement opportunities, analyzing alternatives, and developing and presenting recommendations, etc.)
  • Experience working in strategic planning such as developing, evaluating, communication strategies, implementation, and monitoring progress.
  • Experience creating and presenting data, reports, and information to a variety of internal stakeholders.
