Introduction


The State of Wisconsin, Department of Military Affairs (DMA), Wisconsin Emergency Management (WEM) is hiring a Northwest Regional Director (Emergency Government Specialist Advanced). This position is headquartered in Spooner, WI.

The DMA provides essential, effective, and responsive military and emergency management capability for the citizens of our state and nation. During emergencies, no single organization can handle the response. The DMA consists of several organizations working together to plan, prepare, coordinate, and respond effectively when our communities and neighbors need us the most.

WEM builds capabilities and coordinates resources to support a safe and resilient Wisconsin. WEM is the state’s lead agency for coordinating effective disaster response and recovery efforts in support of local and tribal governments from natural and human-caused/technological events. WEM works alongside local, tribal, state, and federal agencies as well as volunteer and private-sector partners.

Position Summary


Under the general supervision of the Regional Field Services Section Supervisor, this position will serve as a representative of the Division Administrator in all emergency management issues at the region level, exercising the powers and duties of the position as prescribed by the Adjutant General under Chapter 323.13(2)(b). In this capacity, the Region Director manages, directs, coordinates, and monitors a broad variety of complex emergency management programs, including those of the Division, other state agencies, as well as tribal, county, and municipal agencies. The Regional Director provides strong direction and leadership as well as guidance and consultation. Must be available 24-hours a day, seven days a week, as needed.

Salary Information


Starting pay is $38.09 per hour. For current permanent state employees, pay will be set in accordance with the State Compensation Plan. This position is in the 07/03 pay schedule/range. A 12-month probation will be required.

The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

Job Details


Must possess or be eligible to obtain and maintain a valid driver’s license and meet the requirements of the State of Wisconsin Fleet Vehicle Policy to drive a state vehicle.

State of Wisconsin Fleet Vehicle Policy:

Must have a valid driver's license
Minimum of two year's driving experience
Must be 18 years of age or older

Additionally, the driving record must not reflect the following conditions:

Three or more moving violations (with point reductions) and/or at fault accidents in the past 2 years
An OWI or DUI violation within the past 12 months
A suspension or revocation of the driver's license


In order to gain access to the military facilities and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check.

Must be able to routinely travel throughout assigned region and the State, including overnight travel.

The ability to respond with short or little notice to emergencies and disasters in the assigned region and arriving within a reasonable amount of time is required.

All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program. Additional information will be sent to the new employees and their supervisors on the Tuesday prior to NEO.

Qualifications


Candidates who meet minimum qualifications will have experience with:

  • Program or project oversight including analysis, planning, coordination, and/or implementation of activities.
  • Assisting with emergency plans or procedures, serving as a subject matter expert in emergency planning, developing, and conducting exercises, performing after-action reviews, and evaluating disaster/crisis plans/activities, etc.
  • Emergency Management Program technical support experience that may include establishing assignments, procedures, and work objectives, training or mentoring employees or stakeholders, and having responsibility for the work products.
  • Working with a diverse array of stakeholders and customers, which may include federal, state, and local government agencies as well as the private sector.

In addition to the minimum qualifications, well-qualified candidates will also have the following preferred qualifications:

  • Comprehensive experience in a lead role administering a broad variety of emergency management programs at the local, tribal, county, or state level.
  • Experience in leading the development and implementation of emergency plans, procedures or assessments; holding a leadership role in developing and conducting exercise, conducting after-action reviews and evaluating disaster/crisis plans/activities, etc.
  • Leading the coordination of federal and state disaster assistance and resources during time of emergency and through recovery.
  • Experience in a lead role mentoring and providing technical program assistance to emergency management professionals.
