The Public Service Commission of Wisconsin (PSC) is currently recruiting for a WEPA Coordinator (Environmental Analysis and Review Specialist-Adv Leadworker) to join our team in the Division of Digital Access, Consumer and Environmental Affairs.

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms office in Madison, WI, at least 2 days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

The Public Service Commission (PSC) is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services. This position is headquartered out of Hill Farms Office Building in Madison, WI.

Position Summary


TheWEPA Coordinator (Environmental Analysis and Review Specialist -Adv Leadworker) is an advanced-level requires a high level of professional expertise to analyze complex utility proposals for construction projects related to energy generation, water and natural gas pipelines and associated infrastructure, and electric infrastructure such as substations and transmission lines, and to develop policy recommendations. The position analyzes the environmental impacts of complex utility proposals, often associated with Certificate of Public Convenience and Necessity (CPCN) dockets, that are often controversial and determines the need for further environmental review. This role serves as the lead expert responsible for evaluating regulatory actions to identify key socio-economic and environmental issues for analysis and review.

This position advises senior agency management on policy, legal, and technical issues related to WEPA compliance. This position also serves as a key liaison to local government and other state and federal agencies, including the Department of Natural Resources (DNR), Department of Transportation (WisDOT), U.S. Fish and Wildlife Service, the Wisconsin Historical Society, and others, on projects of joint interest. The position is located within the Division of Digital Access, Consumer and Environmental Affairs and works under the general supervision of the Environmental Affairs Manager. The WEPA coordinator responsibilities extend to projects throughout the agency, encompassing actions related to natural gas, electricity, water, and telecommunications utilities.

Salary Information


This position is in schedule-range (15-03) with an annual salary of $64,480-$83,200, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications


Qualified applicants will have training or experience in the following:

Experience interpreting, conveying, or implementing laws, rules, policies, or procedures
  • Experience analyzing, evaluating, or documenting environmental areas of concern (wetlands, soils and erosion, archaeological and historical investigations, threatened and endangered species, etc.
  • Professional work experience, education, and/or training in an environmental focused position which may include:
  • National Environmental Policy Act (NEPA) and Wisconsin Environmental Policy Act (WEPA)
  • Section 106 of the National Historic Preservation Act of 1996
  • Experience preparing and/or reviewing environmental documents for accuracy, completeness, and conformance with laws, regulations, and procedures

In addition, well qualified applicants will have training or experience in at least one of the following

Experience preparing/presenting environmental assessments, environmental impact statements and/or briefings or testimony.
  • Experience leading, training, or providing guidance to internal and external staff regarding environmental documents, processes, procedures, and/or investigation techniques
  • Training or experience working with the environmental impacts associated with utility construction practices and/or projects.
