GENERAL DESCRIPTION

The Director oversees the day-to-day operations of the agency’s Talent Management department. This department is responsible for activities such as recruitment and retention; job postings; reviewing employment applications and scheduling interviews; hiring; performance management evaluations; leave administration; recording and updating personnel actions; facilitating compliance with labor and employment rules and regulations; and statutory human resources reports. The Director manages a department of three employees who support the Talent Management initiatives. This position reports to the Chief of Legal Services.

ESSENTIAL POSITION FUNCTIONS

  • Oversees the day-to-day operations of the agency’s Talent Management department.
    Acts as SORM’s Liaison with the OAG for personnel actions and human resource issues, such as hiring, termination, promotion, demotion, salary actions, payroll deductions.
  • Responsible for overseeing and/or developing policies and approaches for recruitment and retention; hiring; onboarding new employee; performance management; career management; professional development; and office administration.
  • Oversees and/or is responsible for personnel administration activities such as classification, compensation, staffing, employee benefits, and select payroll activities.
  • Oversees and/or is responsible for general leave management as well as sick leave pool, family leave pool and extended sick leave contributions and usage.
  • Responsible for generating and distributing HR reports from the CAPPS HR system.
  • Serves as an internal point of contact and management resource for labor and employment law issues such as the Family Medical Leave Act, the Americans with Disabilities Act; overtime; discrimination; and unemployment.
  • Assists agency staff on issues, rules, and regulations relating to human resources.
  • Responsible for preparing and submitting statutory reports related to human resources, such as FTE report, workforce planning, veteran reports, recruitment plans, etc.
  • Serves as the agency’s FTE Coordinator, EEO Officer, and CAPPS HR liaison.
  • Engages with core staff, directors, and executive management to provide advice and guidance and ensure proposed courses of action comply with legal requirements and align with the agency’s strategic objectives.
  • Collaborates with executive and senior leadership to align HR policies with strategic goals.
  • Interprets and provides advice and assistance on state and federal human resources-related laws and regulations.
  • Maintains up-to-date information on changes in HR laws, regulations, rules, forms, and procedures that may impact business operations, compliance with legal requirements, or statutory missions.
  • Researches and analyzes trends and executes best practices for human resource activities.
  • Gives presentations and communicates information and instructions to employees in a manner that’s clear and easy to understand.
  • Develops and follows specific processes to ensure confidential information is secure and employee data is correct.
  • Oversees and/or is responsible for maintaining human resources records and analysis of human resources reports and reporting procedures.
  • May represent the program area at meetings, hearings, trials, conferences, and seminars.
  • Plans, assigns, and supervises the work of others.
  • Performs related work as assigned.
  • Maintains relevant knowledge necessary to perform essential job functions.
  • Attends work regularly in compliance with agreed-upon work schedule.
  • Ensures security and confidentiality of sensitive and/or protected information.
  • Complies with all agency policies and procedures, including those pertaining to ethics and integrity.
Qualifications


MINIMUM QUALIFICATIONS

  • Education: Graduation from an accredited four-year college or university with major course work in human resources management, business or public administration, workforce planning and organizational development, business ethics and labor laws, psychology, or a related field. Related experience may be substituted for education on a year-by-year basis.
  • Experience: Three to five years of experience in the following (or closely related) fields: human resources management, business or public administration, workforce planning and organizational development, business ethics and labor law
  • Considerable knowledge of the principles and practices of human resources management.
  • Knowledge of compensation principles and practices.
  • Knowledge of job evaluation methods.
  • Knowledge of federal, state, and local laws, statutes, and regulations.
  • Knowledge of the CAPPS Payroll/Personnel system.
  • Knowledge of selection and placement programs.
  • Knowledge of personnel administration activities.
  • Knowledge of classification, compensation, and staffing programs.
  • Knowledge of employee benefits and employee relations programs.
  • Knowledge of leave management and select payroll activities.
  • Knowledge of health and wellness programs.
  • Knowledge of training and development programs.
  • Skill in planning and organization.
  • Skill in long-range and short-range planning.
  • Skill in the use of personal computers and applicable programs, applications, and systems.
  • Skill in providing customer service.
  • Skill in gathering and analyzing accurate and relevant information.
  • Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
  • Ability to direct programs and activities.
  • Ability to establish program goals and objectives that support the strategic plan.
  • Ability to coordinate multiple projects simultaneously.
  • Ability to maintain effective working relationships within and outside the agency.
  • Ability to identify problems, evaluate alternatives, and implement solutions.
  • Ability to develop and evaluate policies and procedures.
  • Ability to plan, assign, and supervise the work of others.

PREFERRED QUALIFICATIONS

  • Industry certification through highly recognized human organization.
    Master’s degree in human resources, labor relations, or business administration.
