What are the responsibilities and job description for the ASSOCIATE PERSONNEL ANALYST position at State Personnel Board?
This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. Beginning July 1, 2025, all employees will be required to work in-person at least four days per week in alignment with Executive Order N-22-25.

As a member of the Compliance Review Unit, you will play an integral role in assisting state departments in complying with state personnel laws, rules and policies.
Under the general direction and guidance of the State Personnel Board Compliance Review Manager, the incumbent will conduct compliance reviews of departments’ personnel practices related to compensation, position allocation, appointments, and other related areas. The purpose of these reviews is to ensure state agencies are in compliance with civil service laws, rules, and policies and to identify and share best practices identified during the reviews.

Desirable Qualifications

- Knowledge of CalHR, State Personnel Board, and State Controller’s Office laws, rules, and procedures
- Knowledge and experience with state payroll systems, processes, and policies
- Knowledge and experience with Management Information Retrieval System (MIRS), Personnel Information Management System (PIMS), and California Leave Accounting System (CLAS)
- Knowledge and experience with the state’s classification and compensation systems
- Knowledge and experience with the state civil service selection process – including recruitment, examinations, and certifications
- Experience providing effective customer service as well as building and maintaining trusted relationships with staff, management, and various stakeholders
- Ability to effectively communicate with all levels of staff
- Ability to maintain confidentiality, tact, and to work effectively under multiple timelines
- Ability to organize and establish workload priorities and work well under pressure
- Ability to analyze data and present ideas and information effectively
- Minimal travel within the Sacramento region may be required
