Under the general direction and guidance of the Personnel Transaction Unit (PTU) Team Leader, Staff Services Manager I (SSM I), the Associate Personnel Analyst (APA) is the lead analyst responsible for overseeing personnel record keeping and the operation of personnel procedures and programs. As the lead analyst, the APA is responsible for training Personnel Specialists who perform the full-range of personnel/payroll transactions functions; auditing Personnel Specialist’s technical transactions, ensuring compliance with control agencies, laws, regulations, and rules; performing routine audits; responding to and performing the more complex payroll related tasks and issues; and maintaining a mid-size roster, as needed. The APA will exercise a high degree of initiative and complete transactions related issues with autonomy.

Desirable Qualifications
- Experience working in a civil service Human Resources setting as a Personnel Specialist.
- Experience interpreting personnel laws, rules, policies, and bargaining unit contracts
- Experience using the SCO payroll database (PIMS, HIST, REPT, PIP, LAS)
- Knowledge and experience with processing civil service transactions, payroll, benefits, timekeeping or timesheet tracking, or position control
- Experience preparing training materials, policies, procedures, or leading individual or group trainings/programs
- Excellent attendance
- Possess strong organizational and time management skills
- Well-developed written and oral communication skills, with the ability to present information and express ideas in a clear and concise manner
- Ability to exercise sound judgment and maintain confidentiality
- Ability to gather, analyze, and interpret data, and make sound decisions and recommendations
- Ability to adjust to changing priorities and work effectively under pressure
- Ability to work cooperatively with others and provide exceptional customer service
