Duties Description

  • Enforce compliance based upon research of the NYS Tax Law, Civil Practice Law and Rules (CPLR), and Office of Temporary and Disability Assistance (OTDA / federal regulations) for the collection of Child Support and / or spousal arrears and taxes;
  • Identify sources of investigative information for the purpose of locating delinquent respondents, determining their financial ability to pay, or obtaining knowledge of other liens or liabilities against respondent's assets and properties;
  • Travel and have sufficient mobility to conduct field work to locate assets and conduct redemptions; overnight and / or weekend travel will be required;
  • Communicate effectively, both verbally and in writing, with supervisors, other Department personnel, County Support Collection Unit staff and respondents and / or their representatives to provide information and explanations regarding the Department of Taxation and Finance's (DTF) role in collecting child support arrears;
  • Wear an audio headset to conduct telephone interviews with respondents in order to obtain information and request full payment of child support arrears;
  • Display a calm, courteous, and professional manner at all times when dealing with respondents and / or their representatives;
  • Manipulate an alphanumeric keyboard and navigate various PC applications to prepare reports detailing time and attendance, productivity, and collection case activities;
  • Maintain up-to-date knowledge of Department procedures regarding the filing of Tax Warrants and transcripts, serving of levies and the seizure, protection and sale of property and assets;
  • Maintain up-to-date knowledge of types and locations of public records for researching respondent information;
  • Solid understanding of the Civil Enforcement Division (CED) and OTDA policy and procedures;
  • Readiness to take responsibility and be proactive without constant supervision;
  • Adhere to the secrecy provisions set forth by the Tax Law and OTDA;
  • Comply with the Office of Human Resources Management; Diversity, Equity & Inclusion; Code of Conduct; Ethics; and Internal Control rules, policies and procedures; and
  • Adhere to the Department's time and attendance rules and regulations. Work independently and exercise good judgment in monitoring multiple work assignments;
  • Wear an audio headset to conduct telephone interviews with respondents in order to obtain information and request full payment of child support arrears;
  • Manipulate an alphanumeric keyboard and navigate various PC applications to access and interpret information, update records, create documents, prepare reports and forms, and research and enter data pertaining to case contacts;
  • Solid understanding of the Civil Enforcement Division (CED) and Office of Temporary and Disability Assistance (OTDA / federal regulations) policy and procedures;
  • Interpret and apply the Tax Laws of New York State, Civil Practice Law and Rules (CPLR) and the policies and procedures of the Child Support Division with respect to the collection of delinquent child support arrears;
  • Communicate effectively, both verbally and in writing, with the public to provide information and explanations regarding DTF's role in collecting Child Support arrears;
  • Adhere to the secrecy provisions set forth by the Tax Law and OTDA;
  • Readiness to take responsibility and be proactive without constant supervision;
  • Strong research skills;
  • Conduct skip tracing to locate respondents and clients and assets for seizure;
  • Resolve disputes with respondents in a calm, courteous and professional manner;
  • Analyze information and facts pertinent to the case, determine a logical conclusion and proceed accordingly;
  • Create and issue legal documents, such as warrants, levies, information subpoenas, and restraining notices to enforce collection of delinquent Child Support arrears;
  • Assist with Child Support Enforcement (CSE) system application testing;
  • Demonstrate initiative and self-motivation;
  • Comply with the Office of Human Resources Management; Diversity, Equity & Inclusion; Code of Conduct; Ethics; and Internal Control rules, policies and procedures; and
  • Adhere to the Department's time and attendance rules and regulations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

Within a year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS :

Tax Compliance Agent Trainee 1 :

Either 1. Two years of full-time experience in which 50% or more of your time was spent dealing with the general public. You MUST indicate the percentage of your time dealing with the general public.

OR 2. Two years of full-time experience in a position where your primary responsibility is the collection of debts, which MUST include contacting debtors in person or by telephone for the purpose of arranging payment.

OR 3. 30 semester credit hours of college-level study AND one year of full-time experience in which 50% or more of your time was spent dealing with the general public. You MUST indicate the percentage of your time dealing with the general public OR one year of full-time experience in a position where your primary responsibility is the collection of debts, which MUST include contacting debtors in person or by telephone for the purpose of arranging payment.

OR 4. 60 semester credit hours of college-level study.

Tax Compliance Agent 1 :

Either 1. Three years of full-time experience in which 50% or more of your time was spent dealing with the general public. You MUST indicate the percentage of your time dealing with the general public.

OR 2. Three years of full-time experience in a position where your primary responsibility is the collection of debts, which MUST include contacting debtors in person or by telephone for the purpose of arranging payment.

OR 3. 30 semester credit hours of college-level study AND two years of full-time experience in which 50% or more of your time was spent dealing with the general public. You MUST indicate the percentage of your time dealing with the general public OR two years of full-time experience in a position where your primary responsibility is the collection of debts, which MUST include contacting debtors in person or by telephone for the purpose of arranging payment.

OR 4. 60 semester credit hours of college-level study AND one year of full-time experience in which 50% or more of your time was spent dealing with the general public. You MUST indicate the percentage of your time dealing with the general public OR one year of full-time experience in a position where your primary responsibility is the collection of debts, which MUST include contacting debtors in person or by telephone for the purpose of arranging payment.

The selected candidate must be reachable on the eligible list for this title and location under Civil Service Law, Rules and Regulations.

The selected candidate must be eligible for a 70.1 transfer under Civil Service Law, Rules and Regulations.

This position may be filled as a one-year traineeship.

Note : Advanced Placement in a traineeship is at the discretion of the hiring agency.

Tax Compliance Agent Trainee 1 starting salary is $51,857

Additional Comments Appointment to each level of the traineeship will depend on which minimum qualifications are met.

The salary listed is a range, starting from the Trainee 1 level and ending at the Journey level, this will depend on what level the candidate is coming in at.
