Job Description
The Facilities Engineering Manager directs a team of engineers that are responsible for the planning, building, optimizing and troubleshooting the oil, water and CO2 infrastructure of the company. This function will be based primarily in Cortez office, with frequent time in the in the Four Corners Area of the Paradox Basin. This person will have the ability to work remotes up to 50% of the time.
KEY ATTRIBUTES and EXPERIENCES
· Extensive experience with infrastructure supporting CO2 WAG and waterflooding operations, including recycle gas compression, dehydration, condensate extraction and water injection.
· Experience with expanding existing infrastructure in support of ongoing and future capital development projects.
· Focus on increasing operational efficiency via use of SCADA and other technologies.
· Experience with maintenance management to deliver cost effective performance in a remote operating environment.
· Prior experience with Navajo Nation/ federal lands and their regulatory and cultural environment is a plus. This includes EPA, BLM, and Native American tribal councils and tribal governmental agencies.
· Knowledge of applicable codes, guidelines and recommended practices for PSM facilities as well as ASME, NACE, API, OSHA and other organizations/agencies.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
· Establish facility related priorities and goals for ongoing operations, development projects and maintenance programs.
· Develop budget and establish cost controls.
· Plan and direct activities to meet or exceed such goals while maintaining effective budgetary discipline.
· Ensure related work is performed in a safe and effective manner considering all environmental, regulatory and cultural considerations.
· Ensure property, facilities, and equipment remain in good repair and comply with applicable rules and regulations.
· Negotiate contracts with equipment and materials suppliers and approve requisitions for equipment, materials, and supplies.
· Develop and formulate administrative and operational policies and procedures to enhance organizational effectiveness.
· Develop and maintain close working relationships with Operations personnel to develop solutions to operational problems and to improve efficiency, reliability, regulatory compliance, and safety.
· Act as company representative before governmental commissions and regulatory agencies regarding facilities development and related activities.
· Establish rollout procedures and implementation of EH&S policies & guidelines to company and contract personnel involved with capital projects.
· Work well in a collaborative manner with a diverse workforce and with the local communities in which the Company operates.
· Build effective project teams consisting of Company personnel, consultants, and contractors in the Paradox Basin in compliance with Navajo Nation employment requirements.
· Establish reliability and accountability by leading by example with a strong consistent presence and by delivering accurate and timely work product.
· Operate effectively in a variety of roles including being a highly proactive and technically proficient on-site program/project manager.
Qualifications
BS degree in Engineering (Mechanical, Petroleum or other pertinent engineering discipline)
20 years oil and gas industry with primary focus on facility engineering.
6 years in an engineering management position.
