Job Summary:
The Senior Payroll Administrator is responsible for managing and optimizing the organization’s payroll and time reporting functions. This role ensures accurate, compliant, and efficient payroll processing while maintaining time records, ensuring integrity of employee master file records, and improving system functionalities. The Senior Payroll Administrator collaborates with HR, Finance, and external vendors to enhance payroll processes, ensure regulatory compliance, and provides valuable insights through data analysis and reporting.
Key Responsibilities:
Time Reporting, Payroll Processing & Administration:
- Oversee end-to-end payroll processing for over 700 US and Canadian employees, ensuring accuracy, timeliness, and compliance with company policies and legal requirements.
- Collaborate with our international service provider to manage China payroll, ensuring accurate and timely processing of payments. Coordinate funding with Finance.
- Manage complex payroll scenarios including retro pay, bonus payments, PUCC, and recurring deductions, ensuring minimal discrepancies and timely adjustments.
- Process court-ordered deductions, ensuring adherence to legal requirements and accurate set up of garnishment priorities and multiple orders.
- Ensure proper calculation of taxes, deductions, garnishments, benefits, and other payroll-related items.
- Serve as the primary point of contact for payroll inquiries, troubleshooting issues, and providing user support.
- Work in partnership with supervisors and managers to ensure timely and precise time reporting and timecard approvals.
Compliance & Reporting:
- Ensure compliance with federal, state, and local payroll regulations and labor laws including regular audits to mitigate risks.
- Prepare necessary reports for Worker’s Compensation audits, WEDC grant compliance, 401(k) match true up, payroll tax filings and other regulatory requirements.
- Coordinate the annual 401(k) plan audit with external auditors.
- Monitor changes in payroll regulations and ensure necessary system updates.
- Develop and generate regular and ad hoc reports for HR, Operations and Finance teams.
System Auditing & Data Integrity:
- Conduct regular audits of payroll and HRIS data to ensure accuracy and consistency.
- Identify discrepancies, troubleshoot issues, and implement corrective actions.
- Maintain accurate and up-to-date documentation for payroll processes and system configurations.
Collaboration & Communication:
- Partner with HR, Operations and Finance teams to ensure seamless payroll and HR integration, aligning with organizational goals.
- Provide clear communication and training to Operations on time reporting procedures and best practices, driving consistency and reducing payroll errors.
Project Management:
- Lead or participate in projects, including requirement gathering, testing, training, and deployment.
- Manage timelines and resources to ensure successful project completion.
Requirements
Qualifications & Skills:
- Bachelor's degree in Accounting, Business Administration, Human Resources or a related field (preferred)
- 5 years of payroll experience
- Advanced knowledge of payroll processing systems and software
- Strong proficiency in Microsoft Excel and reporting tools
- Deep understanding of payroll principles, HRIS functionality, tax regulations, and labor laws
- Excellent verbal and written communication skills
- High level of accuracy and analytical skills
- Ability to identify issues, troubleshoot system errors, and implement efficient solutions
Preferred Skills:
- Certified Payroll Professional (CPP) certification
- Bilingual (Spanish)
