Position: Contract (Local Candidates Only)
Location: 701 W 51st St, Austin, Texas 78751 (2 days onsite - Mondays & Wednesdays)
Remote Work: 3 days remote, 2 days onsite

Job Summary:
We are seeking an experienced Cloud Cybersecurity Project Manager III to lead and manage a complex Cloud Cybersecurity project for the Texas Health and Human Services Commission (THHSC). The position will require the candidate to work both onsite and remotely, collaborating with a multidisciplinary team to ensure successful project delivery. This individual will oversee the overall execution of the project, managing the project budget, timeline, and resources while ensuring compliance with security and IT standards.
Key Responsibilities:
Project Planning & Management:
- Plan, budget, oversee, and document all aspects of the Cloud Cybersecurity project.
- Ensure timely and on-budget completion by managing project scope, resources, and timelines.
- Leverage enterprise portfolio project management software to monitor project progress.
- Coordinate with the Managed Services vendor to ensure implementation is on time, under budget, and within scope.
Team Leadership:
- Lead a cross-functional team, including up to three staff members: an Application/Software Developer and two Network Security Analysts (selection of additional staff to occur after project scope and timeline review).
- Handle any resource gaps when needed, and manage tasks that may require you to perform independent IT-related work.
Cybersecurity Focus:
- Ensure all project phases adhere to cybersecurity best practices, with an emphasis on protecting sensitive data and maintaining secure cloud environments.
- Collaborate with DSHS security and IT teams to maintain alignment with internal security and information technology standards.
Compliance & Frameworks:
- Adhere to the Department of Information Resources (DIR) Project Management Framework.
- Ensure compliance with Health and Human Services and DSHS Security and IT standards.
Documentation & Reporting:
- Regularly update and document project progress, risks, issues, and resolutions.
- Conduct project status meetings and prepare reports for management and stakeholders.
Required Skills & Qualifications:
Experience:
- At least 8 years of advanced experience in security project management, particularly within cloud cybersecurity projects.
- Demonstrated expertise in managing web information systems, information systems controls, and web application development.
Certifications:
- A valid Project Portfolio Management (PPM) certification is required.
Technical Skills:
- Extensive knowledge of cloud computing, network security, and IT security best practices.
- Proficiency in project management software tools (e.g., MS Project, JIRA, etc.).
Other Requirements:
- Candidates must be LOCAL to the Austin, Texas area, as onsite work is required 2 days a week.
- Strong problem-solving skills and the ability to work independently when required.
- Exceptional communication and leadership skills to manage and motivate a diverse team.
