What are the responsibilities and job description for the Housing Stabilization Services (HSS) Case Manager position at Stepping Stone Emergency Housing?
This is a hybrid position, with at least 2 days working in office.
Overview: The role of the Housing Stabilization Services (HSS) Case Manager is to assist individuals located in and around the Twin Cities, diagnosed with mental, physical, developmental disabilities, find, and sustain housing. Some individuals may also suffer from substance use disorders and/or have criminal backgrounds that may make searching and maintaining housing difficult. As the HSS Case Manager, you will hold a caseload of 10 clients, with caseloads varying based on need/difficulty. You will meet with the HSS supervisor on a weekly basis to discuss updates and to consult. Primarily, your role will consist of searching for housing on behalf of and with your clients. You will be expected to meet with your clients in their home, in the community, and will need to be able and comfortable driving your clients to housing tours, etc.
In this position, you will:
- Meet regularly with clients to discuss different types of housing, planning, progress, and trouble shoot issues regarding the housing search
- Drive clients to/from housing tours, etc.
- Assist clients in completing housing applications
- Assist clients in getting on public housing/subsidized waitlists
- Research new affordable housing options for clients
- Assist clients in applying for public programs to assist with housing costs
- Assist clients in managing and coordinating with Metro HRA
- Coordinate with support team members such as, case managers, financial workers, landlords, etc.
- Assist clients in planning for their move
- Assist clients with maintaining their housing
- Perform outreach to the community and other appropriate agencies regarding your clients housing
- Use Crisis Management skills to prevent clients from losing stable housing
Required Qualifications:
- Must be at least 18 years or older with a bachelor’s degree in Social Work, Psychology, Sociology, Human Services, or related field AND/OR 3-5 years of mental health, social work, or housing experience
- Experience working well with a diverse population, including people with low-income, who struggle with substance abuse, have criminal backgrounds, and people with developmental, mental, and physical disabilities
- Proof of Valid Driver’s license and car insurance
- Must pass criminal background check administered by the Department of Human Services (DHS)
- A team player who is dependable with a strong work ethic
- Ability to manage time effectively
- Strong communication and interpersonal skills
- Demonstrates professionalism in the workplace and in the community
- Knowledge of Microsoft office, including Word and Excel

About Stepping Stone Emergency Housing:
Stepping Stone Emergency Housing provides emergency shelter and critical support services to program participants, 18 and older, who are experiencing homelessness as they strive towards self-sufficiency. We are a one-of-a-kind organization whose staff walk alongside our residents to break their cycle of homelessness. We have three different programs: Shelter, LTH Program, and Hotel.
- Shelter: Located in Anoka, the Stepping Stone Shelter program is more than “just” a place to sleep for the night. We’re a temporary but short-term home for 66 men and women. This means we’re staffed 24/7 with a bed to call their own, three meals a day, laundry, showers, and much more. Our Case Managers and Shelter Advocates work with residents one-on-one to create and execute an individualized plan to help them move from homelessness to self-sufficiency.
- Long-term Housing Program (LTH): Stepping Stone’s Community program offers case management and critical support services for up to 20 stably housed within Anoka County residents.
- Hotel: Stepping Stone’s Hotel program was formed due to the COVID pandemic. Limited residents are located at a hotel in Anoka, while there are 50 additional residents between two hotels in Washington County (Forest Lake and Stillwater). The goal for both Stepping Stone and Washington County is to discontinue the use of these hotels and develop a static, congregate shelter similar to the facility in Anoka.
Stepping Stone is the only organization of its kind in the counties of Anoka, Washington, Dakota, Scott, and Carver. We are part of the Suburban Metro Area Continuum of Care.

There is a $500 signing bonus offered for full-time staff who are successfully hired and employed at Stepping Stone Emergency Housing for at least 90 days.
