Qualifications:
- Develop all district financial, staffing, and budget reporting including monthly board financial reports and annual financial, grant, and staffing reports required by the Wisconsin Department of Public Instruction.
- Perform and direct all payroll-processing activities and ensure federal, state, local, and district requirements are met.
- Develop and oversee internal control policies, guidelines, and procedures for activities such as budget administration, cash management, credit management, and accounting.
- Ensure all District accounting procedures meet all federal, state, and local requirements, specifically in compliance with Wisconsin Uniform Financial Accounting Requirements (WUFAR).
- Direct all accounts payable, vendor contracts, accounts receivable, student fee accounts, and cash management functions, reporting, and day-to-day transaction processing.
- Oversee registration and all fee collections, including setup and maintenance of e-commerce sites.
- Manage and coordinate the district banking services and purchasing (P) card program.
- Direct the completion of the annual external audit and workers’ compensation audits, including all workpapers, closing journal entries and maintenance of appropriate records; and implement procedures for periodic internal audits of accounts and expenditures.
- Coordinate and direct the financial planning, budgeting, procurement, and investment activities of the District.
- Coordinate and monitor all fiscal aspects and reporting of District capital projects.
- Responsible for maintenance of debt schedules, debt fund budgets (tax levy), compliance reporting, and timely debt payments.
- Responsible for review of revenue limit calculation, proposing appropriate tax levy, tax levy certification, and tax settlement reconciliations.
- Oversee all District revenue, monitor cash flow, cash reconciliations, and investment of excess funds in accordance with Board policy and state statutes.
- Administer a wide variety of personnel policies, processes, and employment agreements (e.g. recruitment, selection, hiring, orientation, labor and employment contracts, compensation schedule, etc.) for the purpose of conforming to District policies, relevant laws, contracts, and agreements.
- Consult with administrators or the Board on a wide variety of sensitive personnel issues (e.g. hiring, promotions, transfers, medical issues, return to work, etc.) for the purpose of assisting in effective decision making and enforcing all relevant policies, procedures, and regulations.
- Responsible for maintenance of personnel records, monitoring of staff licensure compliance, benefit enrollments, terminations and other HR documentation maintenance, including Wisconsin Retirement System compliance.
- Consults with the District Administrator to review and maintain employee benefit plans, coordinates the annual open enrollment period, and all staff benefit communication.
- Reviews and recommends updates to employee handbooks to maintain compliance with benefit plans and pay rules.
- Maintain the setup and functionality of District absence management and time and attendance systems for absence reporting, substitute tracking, and electronic timesheets.
- Oversee and process actions relative to leaves, resignations, retirements, discipline, layoffs, and dismissals of personnel.
- Oversee and process actions relative to posting, hiring, and onboarding personnel.
- Responsible for setup and maintenance of all employee leave time balances.
- Responsible for monthly fiscal and Human Resources (HR) reporting to the Board of Education.
- Ensures legal compliance with various governmental laws and regulations covering areas such as OSHA, EEOC, FMLA, employment, workers’ compensation, etc.
- Maintains awareness and knowledge of HR laws and company policies and procedures.
- Develops budgets, monitors compliance, processes claims, and provides all reporting on District grants in collaboration with the grant program coordinators.
