General Statement of Duties
Performs responsible technical and administrative work in the tax listing and assessing of motor vehicles and all other types of taxable personal property.
Distinguishing Features of the Class
An employee in this class is responsible for appraising Motor Vehicles at a fair tax value. Work involves researching and gathering information to render an accurate judgment. Review and handle public inquires. Considerable independent initiative and judgment are required. Tact is necessary in working with property owners and their representatives. Employee will be cross-trained in multiple areas and functions of the Tax Office and be expected to fill various roles as needed throughout the tax year. Employee works primarily in an office setting and is not substantially exposed to adverse outdoor conditions.
Duties and Responsibilities Essential
Duties and Tasks
- Creates new accounts and abstracts for personal property.
- Loads DMV records to office database.
- Research and gathers information to render an accurate judgment in valuing motor vehicles and personal property.
- Establishes taxable situs for motor vehicles and personal property. Handles and processes motor vehicle appeals.
- Handles accurate releases of motor vehicles and property tax bills. Calculates motor vehicle refunds, reports information to Finance.
- Calculates discovery bills for property. Enter information into the computer and generates bills.
- Calculating and creates gap bills.
- Enters and updates information on abstracts.
- Handles and processes public inquiries.
- Assists with Tax Collections at peak times of the tax year.
- All other duties assigned.

Knowledge, Skills, and Abilities
- Considerable knowledge of State laws and County policies and procedures governing the assessment and evaluation of personal property.
- Considerable knowledge of accepted practices in assessing real and personal property.
- Considerable knowledge of the organization and functions of County government.
- Considerable knowledge of procedures in appraising property.
- Considerable knowledge of collection procedures.
- Working knowledge of tax billing procedures.
- Skill in various computer programs, such as Microsoft Word, Excel and other office equipment with the required speed and accuracy.
- Ability to communicate effectively in oral and written forms.
- Ability to handle the public courteously and tactfully.
- Ability to develop and maintain effective working relationships with County officials, attorneys, employees and the general public.
- Ability to interpret and explain policies, processes and procedures.
Physical Requirements
- Must be able to perform the basic life operational functions of standing, kneeling, reaching, walking, lifting, keying, talking, hearing and repetitive motions.
- Must possess the visual acuity to prepare and analyze data and figures, perform accounting tasks, operate a computer during long durations and perform extensive research.
Desirable Education and Experience
- Graduation from high school supplemented by sources in business and accounting, coupled with some experience working in listing or assessing taxes, or an equivalent combination of education and experience.
- Must gain NCDOR certification as a North Carolina Personal Property Appraiser within two years of hiring.

Pay: $35,500.00 - $56,800.00 per year
