Job Summary
Stratagem Solutions, Incorporated is in search of applicants who are available in the near term and are interested in satisfying a future requirement to support an Army Product Manager’s Business team with contracts support. Ideal candidates have recent and relevant experience gained from providing Contracting Officer or Contract Specialist type support to DoD organizations and are adept at briefing mid and senior staff personnel regarding contracting policies/regulations. This position requires the candidate already posses a Secret Security Clearance (Active). This is a resume canvassing action and not an application for an immediate vacancy. Responsibilities and Duties
Responsibilities include performing programmatic support to a product line with centralized life-cycle management through programmatic, managerial, and technical/operational recommendations. This position will be responsible for developing, updating and maintaining Acquisition Milestone documentation, formulating recommendations for decision-makers, performing detailed and complex analyses thru the integration of schedule, budget, and technical/performance activities.
- Will perform day to day Contract Administration of various contracts (CPFF, FFP, CPIF).
- Will have a thorough understanding of contract terms and conditions.
- Will interface with internal and external personnel regarding contracts.
- Will assist in preparing recommended contract amendments and modifications.
- Will assist in recommending, preparing, and reviewing negotiation positions.
- Will assist in coordinating the review/analysis of prime contractor proposals and provide consolidated positions to Government personnel.
- Will review proposed contract actions with regard to applicable policy, regulation, and laws.
- Will provide recommendations to senior staff regarding contract issues and alternative acquisition strategies.
- Will prepare contract requirement packages (CRP); to include preparation and assistance with the development of the Statement of Work, Justification and Approvals, Contract Data Requirement Lists, contract award schedule, and other pertinent documents required for the CRP.
- Will participate and support program IPTs.
- Will prepare input to all acquisition program documentation, to include, but not limited to: acquisition strategy, acquisition program baseline, integrated master schedule, and milestone documentation.
- Will objectively evaluate and assess business, technical, logistics, and operational concepts, reports and plans to ensure compliance and cohesiveness with Program Executive Office, Aviation (PEO AVN) and Aviation and Missile Command (AMCOM).
- Will assist the customer with requirements analysis, implementation, and compliance with directives and procedures.
- Will prepare programmatic and technical documentation such as letters of agreement, MOUs, MOAs, DD1144s, requirements documentation, system specifications, and training documentation.
Minimum Requirements:
- Must have a thorough knowledge of Federal Acquisition Regulations, Contracts/Subcontracts terminology and business practices.
- Must have experience administering various contract types (Cost Plus Fixed Fee, Cost Plus Incentive Fee, Firm Fixed Price).
- Must have strong skills and depth of experience in the development of an array of alternative solutions for program management challenges relating to cost, schedule, production, fielding, and sustainment.
- Must have the ability to digest complex technical issues and evaluate those issues to assess the impact to the contract.
- Must have the ability to work in a teaming environment and the interpersonal skills to interface with numerous Government and contractor personnel in a rapid-paced environment.
- Must have demonstrated experience working individually as well as organizing and facilitating working groups.
- Must have experience preparing detailed written reports and briefings suitable for presentation to senior level military and corporate leadership, as well as experience presenting material orally.
- Must have excellent written and oral communication skills and the ability to use Microsoft Office suite of products.
- Existing Active Security Clearance REQUIRED: SECRET
Preferred Requirements:
- Familiarization with Army aviation platforms.
- Army Product Office experience.
- Level III Certification.
Education and Experience Requirements:
- Minimum Education – BS in engineering, business, or operations research
- Minimum Years of Experience – 10 years concentrated in the functional responsibility area of the position to be filled
- Alternate Education and Experience – MS and 8 years; Phd and 6 years; HS and 14 years
Travel: May require travel up to 15%.
Special Requirements: Applicants selected are required to have an active security clearance prior to the start of work (SECRET) and must maintain the minimum requirements for access to classified information.
Testing: Candidates may be subject to a written test as part of the candidate interview and selection process to demonstrate written communication skills and/or the ability to deal with potentially challenging notional situations which may arise while supporting a Product Office.
