Job Summary
Stratagem Solutions, Incorporated is in search of applicants who are available in the near term and are interested in satisfying a future requirement to support an Army Product Manager’s Foreign Military Sales (FMS) Program by providing input, advice, and recommendation for the preparation of international program related documentation such as Rough Order Magnitude (ROM) estimates, Price and Availabilities (P&As), and memorandums. Ideal candidates have recent and relevant experience gained from military/civilian service and are adept at briefing mid and senior staff personnel. Responsibilities and Duties
Position requirements:
- Support the formulation, development, and assessment of project schedules, progress assessment plans and project status reporting.
- Assist in the continual development, planning, coordination, implementation, and execution of all requirements/programs for the FMS customers.
- Coordinate the acquisition, logistics, engineering, and transportation efforts on behalf of the designated countries.
- Coordinate with Security Assistance stakeholders, other AMCOM organizations, other commands, other government, and non-government activities.
- Provide information for procurement planning/forecasting for operating programs.
- Coordinate price and availability, funds control, reprogramming, and analyzing current and projected funding requirements.
- Prepare Contract Requirements Packages: SOW, CDRL, DSL, Tech Estimate to feed IGE, GFE/GFI List, Contract Award Schedules.
- Evaluate proposals and provide recommendations in response to CRPs to ensure OEM satisfies all requirements of the CRP.
- Monitor OEM performance to ensure OEM satisfies all requirements of the effort.
- Evaluate deliverables submitted by the OEM and coordinate technical inputs with matrix technical support personnel on the team and coordinate logistics inputs with matrix logistics support personnel on the team.
- Prepare and brief the documents preparation and staffing status of pre-award efforts and execution of post-award OEM efforts to multiple levels of Product Office and Project Office leadership and management.
- Possess a strong working knowledge of the Security Assistance Enterprise and the FMS process.
- Provide assistance to all FMS related efforts within the product office to ensure smooth execution and close oversight of all cost, schedule, and performance related tasks associated with multiple FMS cases.
- Prior Army Aviation experience is preferred.
- Will use independent judgment to plan, prioritize, and organize a diversified workload in a high-pace and detail oriented environment.
Minimum Requirements:
- Must be capable of conducting independent analyses, evaluation, and assessment of logistics and FMS case issues.
- Must have demonstrated experience working individually as well as organizing and facilitating working groups.
- Must be able to prepare detailed written reports and briefings suitable for presentation to senior level military and corporate leadership, as well as present material orally.
- Must have a strong understanding of FMS related processes.
- Must have at least two years of prior FMS experience.
- Must have excellent written and oral communication skills and the ability to use Microsoft Office suite of products.
- Existing Active Security Clearance REQUIRED: SECRET
Preferred Requirements:
- PEO Aviation PMO experience, PM experience, APM experience, Program Integrator experience, Headquarters Staff experience are all desired.
- Working knowledge of the Defense Acquisition, Technology, and Logistics Life Cycle Management System.
- Experience with source selection and contract monitoring activities desired.
Education and Experience Requirements:
- Minimum Education – Bachelor's Degree
Travel: May require travel up to 25%.Special Requirements: Applicants selected will be subject to a security investigation and must meet the minimum requirements for access to classified information.
Testing: Candidates may be subject to a written test as part of the candidate interview and selection process to demonstrate written communication skills and/or the ability to deal with potentially challenging notional situations which may arise while supporting a Product Office.
