Serving as the largest city and the seat of Web County, Laredo is the primary retail and trade center to the combined Laredo-Nuevo Laredo metro population of over 715,000 people.Laredo operates under the Council-Manager form of government, with the policy-making and legislative authority vested with the City Council, consisting of the Mayor and eight Council Members.Under general administrative direction, the Utilities Director plans, directs, and controls the daily operations of Water and Wastewater Treatment Plants, raw water supply systems, distribution and collection systems, testing, monitoring, and compliance with regulatory standards, capital upgrades and maintenance of the systems to ensure drinking water meets designated specifications and effluent water from wastewater plants meets state and federal regulations.The City of Laredo is seeking a servant leader with exceptional skills in utility planning and water resources; a strong understanding of utility operations under local, state, and federal utility laws/regulations; and excellent judgment, discretion, customer relations, and authentic leadership to become their next Utilities Director. The next Director should be experienced with utilities best management practices, take pride in the services the Department provides, and have strong financial acumen, capital budgeting and capital project management, and fiscal management skills. The position requires a bachelor’s degree from an accredited college or university in Business Management or Public Administration, with a master’s preferred. Candidates should have at least seven (7) years of increasingly responsible professional experience in the field of water and wastewater systems management, civil engineering, or utilities systems regulatory requirements, of which five (5) years were in a supervisory capacity. Applicants with certification as a Professional Engineer (P.E.) from the State of Texas and/or licensure as a Water Operator and/or Wastewater Treatment Operator from the Texas Commission of Environmental Quality (TCEQ) preferred.The City of Laredo offers a competitive salary depending on qualifications and experience.
